Besides that your two examples, you're a health-regenerating badass. "Normal" enemies are mooks not worth worrying about. Lugu wanted to give you guys an enemy worth worrying about. It's less like a video game and more like a table top: Save or suck. If you aren't prepared you're in a world of hurt.

Perhaps he just wanted to be merely bouncering. The character was created to perform a specific function: karma. This mission was supposed to require some finesse and subtlety at least in the first part, but the first thing Mokuren did was kill someone. In stealth games, enemies are often really powerful and nearly impossible to beat, because you're not supposed to fight them. Same basic principle.
