I can see him being very pushy and rushing things if anyone ever agreed to be with him. Then again, I can see toon being the only one who can keep up with his energy and antics, perhaps with several stars sprouting off of her.

Tohi had meant light, but now that there were two blue ladies in the room, it was a simple shift of an answer. "Both of you, of course... Be right back." A fast dash out and back had come back with four doughnuts on the ripped off top of the box. "Here you go. Both of you."

He smiled to the two for more than one reason. Beside the obvious male/female aspects of it all, which he had no trouble expressing, they were the most inhuman looking of them here. He hoped that a natural kinship from isolation would develop given the constant of contact.
Tohi chuckled darkly to himself as he was in his room, a cat playing with its prey. LolCat101 was taking this guy to school, again. He had an unfair advantage with his superior speed to lay out the combos as fast as the game's servers would allow. In Knuckles of Steel, he loved using the chain-master, not only because of his cool ghost-rider look, but the fact that combination of long-medium-and close strikes could be chained together into 20+combos. Again he laid into with the Hard close kick that sent the opponent up into the air for a long chain grab that pulled back down into a leaping knee which sent him away followed by a chain into the ground to pop up from under the opponent to knock him back up before he touched the ground for another chain grab and a backflip kick up. And again. And again.

He got cocky and used the victory taunt of wrapping himself in chains to raise his super bar, but that is when his opponent started returning fire. The person on the other side of the controller was getting better, he had gone up 10 spots in the leaderboards. And as the hurt was being laid out on Tohi, the alarm wen off, the fire alarm. Tohi looked away for a second and back with his heightened reaction time to see that his opponent had paused for a second and broke the combo. Now was his chance to use a combo breaker with his return from the beatdown he was just given.

With 1% health and 5 supers, the chain master unleashed his set of combos back to back. First 'iron maiden' to lock him in place followed by 'chain-saw' for a massive combo with 'rising ripper' to make him airborn before trapping him off the ground in 'web of chains' to hold him in midair for 'furious flensing'. 1-17-16-1-15, 50 hit combo...

He carries two of these weapons, one is able to go from police baton/tonfa to nunchuck in less than a second with his speed. The second is three stun batons fitted into a single solid tonfa that all activate at the twist of the handle. As he is immune, he can hold it by any end and not shock himself while raining thunder on all others.


When his regular speed is not enough, these boots multiply anyone's running speed by four times, letting an athlete run as fast as a cruising car of 40 MPH and his speedster self reach 480 without sacrificing his agility. These were made in someones garage, imagine full billionaire funding...

History
Tohi Lee was a good old southern boy from Tennessee, his grandfather had faced the troubles of being an immigrant Japanese after world war two, it didn't get much better after the Korean war or Veitnam war. So he abandoned most of their Asian trappings and even paid for the surgery to widen his families eyes. It was as much an act of shame as it was needed to survive...Then Bruce Lee came out and everyone was all about martial arts, including his son, Tohi's father.
In almost a flip reversal, he tried to turn their Japanese family Chinese instead and started going by Li instead of the family name of Ri (management) which eventually became 'Lee' because of some bad paperwork. But Ri,Li or Lee, they were still Japanese people living in the south, and all that implies. His grandfather and father both taught Tony/Tohi(spruce) how to defend himself and he was enlisted in one of the few Karate studios established back in the 80's While his dad worked as a mechanic to pay the bills. Well you can't work on cars in the south and not be a race fan, it's a rule. So one year he saves up his income tax return and takes the family to see the Indianapolis 500! Instead of Disney world...thanks dad.
Depressed about having to watch cars go in circles, he was caught completely unaware when a superhuman crisis occurred. Someone summoned a demon in the Indy 500, a speed demon.

This cat ran circles around the drivers in their cars and caused massive chaos, exploding cars, burning fuel, screaming people, and a dying demon caught up in the crash next to a boy who would not make the next minute. They struck a deal of desperation; it would ride in the boy and give him all the powers he possessed. But after 333 years, three mortal lifetimes, the demon would be free again and the boy would go to hell. Or, he could die here, un-confessed, with sins on his soul, and go to hell now.

Hoping to earn enough brownie points in the next three hundred years, he agreed. And as soon as he pulled himself from the wreckage, he got locked up for being mistaken as the speed demon that caused the damage in the first place, technically a half truth. He was immediately arrested and put into jail until a man by the name of Jason Bloodoffered himan alternative to life in jail.

@knighthawk Okay this one is a bit tricky for me because speedsters, which Tohi seems to be to me, have never really been my strong suit, I basically pay no attention to them so their limits are a bit of a blank to me. Tohi obviously is fast, but busting out 480 MPH with his tech legs and knocking people around with about 3000 hits per minute seems really fast. Again my knowledge on speedsters is pretty sparse so if anyone would want to weigh in to help me give a final verdict it would be greatly appreciated. But all and all a very interesting character, particularly the magical approach to superspeed rather than the usual tapping into the Speed Force.

Regarding speedsters, I'm pretty familiar with playing the mutant, X-Men variety. Think of the speed this way - what can his body handle? Unless he's got an even more increased durability and homeostasis necessary as part of his already super speed (and by extension, homeostasis), going 480 MPH is going to wreck him. Right now, you have him traveling just under the speed of a Boeing 747 when it's cruising. They travel at 550 to 600 MPH. While I find the bionic boots to be an intriguing idea, I don't think they're realistic in what his body can handle. Even with his demon endurance, I don't think his body would be able to function under that speed. If you want to keep the bionic boots, maybe consider lowering it to double, rather than quadruple.

That's just my input, but it's ultimately up to Saarebas.

No whirlwinds, no phasing through solid matter, no speed force, no '1-mile-mach-1' punches.

as for running on water:
To avoid sinking, you need to generate thrust equal to your weight. You generate this by pushing water down and backwards with each step. For a size 9 shoe, you can’t push more than around 3.5 litres of water at a time or you would sink too far and friction with the water would slow you down too much.
So that 3.5 kg of water has to be pushed back fast enough to offset your weight. If you weigh 75 kg, my back-of-an-envelope calculation suggests you’ll need to push it back at around 11 m/s.
Since the water moves back as you push it, you need to go twice as fast as that or you would stand still. So that’s a running speed of almost 80 km/hr, which would be quite impossible even in my idealised calculation that ignores things like fluid drag.
80 KPH = 49 MPH.

You are correct that 6000 BPM is a MASSIVE assault but I don't think anyone would let him get away with that much of a pounding uninterrupted. perhaps he can only do them in small bursts of a few seconds at a time as he is still coming into his power.

An even easier nerf-for-now is to drop him back from 10X to 2X or 3X for right now and as this progesses, he 'unlocks' more multipliers as he trains over each story arc.

I have no trouble with the boots only doubling his LAND based speed, and he might use them to get to places quickly with a snap-release. The easy answer is his feline physiology is already emulating this device as shifted bones and tendons which the inventor even said he got the ideas from, its like shooting an arrow from a crossbow launched from a bigger crossbow.

Not at all. Compare Young justice superboy versus Justice league superman. He was still coming into his powers with room to grow, he had super-vision and x-ray, but no heat vision or super speed unless his human DNA was surpressed.

Couple months back I played a superman who landed in hawaii instead of kansas, I gave him the endurance and heat vision as his primary powers so he could take punishment and deal out hits as well.

Since thee are so many aspects of supermans powers, pick your top 3-5 favorites and focus on them more and give yourself come room to 'level-up'.

@PrinceofheartsFor one, I'd tone down the scale of his powers. A fist-fight using super strength of 100,000 tons with flash-equal speed is over the top compared to most others if he went off the wall from mind control or some such. most superheroes get super strength or super speed, not both. And tossing on super-genius intellect with full martial arts training.

Soft suggestion and suggestion only is to set yourself up with a personal level or point system and shift the things around to scales of strength, instead of starting off with arctic superbreath, make it 10 MPH and lower temperature by 10 degrees, you could freeze already cool objects around 40 degrees and kick up debris easily hands free. Then after some adventuring and training, ramp it up to 20 MPH winds and 20 degree cooling. When you reach huricane force winds the arctic breath will be just as easy to accomplish.

But teffinately drop the strength and speed to something like 10X a human of his height/weight, that's 100-120MPH and 2000 pounds or so. More than enough to be a superhero without being justice leauge material off the bat.
