Its good, but just a heads up, these werewolves arent really the "wolfman" type. He could still be a little rough looking, though.
This is probably going to sound quite out of left field, but can I make a Voodoo Witch Doctor? he would be an outsider and would almost act as an in-between to all clans. As in he would offer his services to anyone and therefore could get caught in-between every gang. He would probably own a shop of some sort. Think of him as New Yorks Magical mercenary merchant? How does that sound?

It is kind of out there, and I'm not sure how much he'd be used, but go for if you wantm

Sure. As long as there is a cure and you dont do it against the player's wishes.
Explain what that means exactly.
His powers are a bit too much. Long life and speaking in tongues is one thing, but the rest is a bit much.
Accepted.

Speaking of diplomacy, I was toying with the idea of Elwood being good friends with some of the witches, thus their groups being on good terms. Witches are allowed to come and go through Manhattan as they please, without the gargoyles breathing down their necks.

Vampires are explicitly forbidden within the gargoyle turf, so says Elwood. Werewolves are kind of iffy, and trolls are a treated with suspicion.

I'm taking inspiration from Hunter: the Vigil here. Would it be acceptable, then, to have an outcast hunter with recognizably inhuman abilities?

Primarily, I plan to make him quite long-lived. Not immortal, but he fought in the Crusades, and he's only middle-aged.

That should be fine
