Earth is all that's a mess. All the major colonies of sol have either fell in line with imp remnants or have been destroyed. Also, with it being 200 years since the fall, any space faring assets have long since been destroyed or left.
In sol, the decision was made not to waste energy terraforming after mars. The mars struggle made the planet into a breathable one but is sparsely populated and still desolate. Few earth plants that could survive had to mutate as they no longer caught the sun as on earth. The world is still very red but with some decent sized oceans.
Far cheaper to establish colonies on already life possessing or in the right position for life.
So aside from mars, all sol colonies are either dome or subterranean. Some being pretty huge like Ganymede, home to over 1 bil spread out on various above and below ground colonies. The biggest has as much sq ft as spain.
