Not how I would describe it, but that is similar. He's confident in the situation, not in himself. His track record against Sven is far less than impressive, so he's never arrogant. Given the situation, though, successfully angering Sven would be a tactical victory.

City doctrine states that if any attack were to be made against an established group within the city itself, and it causes harm to one or more persons, the people have the authority to either change the wrongdoing the group may have been taking part in, or-
