I was thinking that he can cast spells on ponies because he knows how a pony body works. However, he can't cast a spell on humans because he doesn't know the workings of the human body. It'd be especially hard to do on gargoyles too.

Alright. To make a bit more sense in-game, how about he can't cast the spells on anyone else until he understands how their physiology works?

"I wear shoes." he smirked, showing the man the bottom of one of his hooves. "I wouldn't guess it's all that good on the tile but... meh." With the sound, he shrugged and tilted his head. "It's not far to the others, right? I can already hear some voices. What all have you found?" He was letting his curiosity get the better of him as he began imagining all sorts of beings that could be in that room. Not all of them made sense, such as a being made entirely of stone, but he could see strange beings from strange worlds working as strange as, if not stranger than, what he was coming up with.
