I'm not sure that level of facial scarring is even possible. Becoming that disfigured and not getting it fixed...you'd have to have a reason. I don't think he's fleshed out enough in terms of morality/personality/etc, as he and the other character mainly just seem to be there for the purpose of killing metahumans. His appearance is pretty barebones, as is his personality. If these guys are NPCs that's one thing but if you're planning on using these characters we're gonna have to see some more detail. Why would he sustain these injuries and not seek out a plastic surgeon? What injuries caused him to look like that? Etc, etc. Having disfigurement as serious as he has, you'd expect significant lifestyle changes...surgery, voice therapy, etc, etc.

Incapable of speech due to blast injury, communicates through physical gestures and written words. Shares Frank’s disposition of meta-humans. Absolutely ruthless in hostile scenarios. Caution is advised when approaching.

Vast knowledge of conventional, and some advanced, weaponry, gained mostly from his past time as a NEST agent. Rigorous training and operational experiences have left him with an adaptable and unflinching behavior in combat.

Frank’s oldest and dearest friend and companion. Knew him since youth. Enlisted with NEST after an agreement between the two. Served for several years. Incident during an operation left him with a blast injury indirectly caused by a meta-human agent. Agent received a commendation for the ordeal while Clifford quit and joined the Pure, reuniting with Frank. Works alongside him now. Will never leave again.

Blast injury left him with minor brain damage, somewhat responsible for his social ineptness and violent nature in combat. Carries a small whiteboard, marker, and cloth with him at all times to communicate when need be.

You may never admit that they’re right but they are.

It’s not natural. It’s not a part of life. It simply isn’t supposed to be. They should not exist. And say otherwise to his face and he will hurt you on his leader’s command. And he will issue that command. He knows best what they are capable of and what needs to be done. NEST will eventually fail because they do not take the final measure. But you see the gangs. The organizations. All this, that is so much worse than what he, and they, have done. You may never admit it, but you don’t have to. He already knows. And he is already doing something about it.

Maybe he will not see the day he dreams of, if he does dream. If he does sleep. But he will make his contributions. He will do what he is told and he will be ridiculed and vilified for it. But he’ll know it’s right. That a world without them, pure and mundane, will be safer. And it will live longer. Beyond him. Beyond all humans.

It would be so much better.

Francis immediately comes across as a meager individual. Short, skinny, slouches a lot, the drill. He owns an oval-shaped head with a clear (yet somewhat rosy) complexion, and he’s clean-shaven (he struggles to even grow stubble). Eyes are a little sunken from a recent bout of sleep loss. Nose is thin and pointed downward. Ears are rather large and stick out some. Hair is shaved on both sides, little long and swept from his crown over his forehead, running down on the back to the top of his neck. Wears a very large pair of black glasses, can’t help but squint without them.

Attire:

Being more accustomed to colder weather, Francis disagrees with what he has to wear nowadays but, he lives with it well enough. Gone are the layers of sweaters and skinny jeans. Now he dresses himself in tank tops, unbuttoned shirts, cargos, and sandals.

Personality

Innate & Outward Personality:

As far as wallflowers come, Francis is somewhat split in his personality. He has no problem talking to normal folks, though he won’t straight up start talking to strangers unless it’s called for. It’s meta-humans that cause him to recede some. Often intimidated, and sometimes downright afraid, he can’t bring himself to approach and speak to them. It’s a hurdle he’s wanted to clear for years in order to really improve his work, but he fails just about every time.

Hobbies/Interests:

Other than simple sightseeing and photography, Francis mainly enjoys writing in his journals about meta-humans, and any events regarding them, that he can observe without risking his own safety.

Skills/Talents:

Francis has a knack for writing poetry, but he’s only tried doing so a few times in his life. It doesn’t interest him as much as his usual work does.

History/Bio:

To be blunt, there’s nothing special about Francis. Certainly nothing worthy of extensive explanation. Young man who grew up in London, Ontario, went to school, and has had a fair life so far. Probably one of the few things needed to be mentioned is his keen interest in meta-humans. Who they are, how their powers affect their personalities, the influence they have on modern and future society, everything. Francis fancies himself a writer and potential journalist, traveling from over in Canada to each of the meta-human hotspots in the US (which he wishes were more prevalent in countries other than the US, but oh well) to write about what he encounters. Over the past year, he’s already been to Black Fall, Stadium City, and Mendel. He was, needless to say, disheartened by what he’d seen in the latter two. But that didn’t stop him from checking out the areas on the west coast, Verthaven and Highroller Heights. He’s here now, intent on recording what he finds, and hoping to possibly overcome his inhibitions and actually interview some meta-humans. Maybe then he can actually start writing something good.
