Pretty sure he can. Eldrad is top-dog as far as farseers (and eldar psykers in general) go, so an ability like that wouldn't be too surprising. So does he come with a squad, or did you dump all your points into your Command?
I have no idea. I might have a wraith guard to be with him. Have Eldrad before cyberspace holding a wraith guard figure and then transported with it, and it turned into a full size one.
Could use more 40k stealth rule shenanigans, to be honest. Isn't really an Eldar unless it can conceal itself and an entire platoon of mechs behind a couple of largish rocks.
The conceal power and his psychic powers may suffice for now. If I can recall, Eldrad can control someone's vision. Correct me if I'm wrong
I like it, though you'd have to ask someone else on the warhammer stuff.

Daniel walked into the mess hall, 'Hooked On A Feeling' by Blue Swede starting up on his Ipod Ion. He looked around the room and saw two men next to a woman painting- Marsha Wells??. He walked past tables, chairs and other people until he found himself nearing Marsha Wells. She was a lieutenant from the Marsian Expeditionary Force and was one of the many like him that left their home planets military to go into the mercenary world. He found out about her from a contact in the Marsian Expeditionary Force. "Marsha Wells?" he asked politely "I must say that is a beautiful painting you have there. I am Daniel Bhane. You may know me as Noize" he extended a hand towards the red headed private contractor.
Gorrendil snarled at the woman in front of him. Of course it was just a facade and the Eldar was actually laughing inside of him. It took all his power to not burst out loud. "You listen here Mon'keigh. I do not trust you as well. You threatened cross dresser here for unknown reasons. Reserve your anger and hesitance to trust. Whatever warp spawned son of a grox sent us here, we all make him pay. And to do that, we stick together." The Outcast was about to lower his weapons when Sayaka dashed in. 'She's the hero type isn't she?' thought Gorrendil. Her speech made him think about the son of a grox who teleported him here. 'Probably watching us, being a dick. What an asshole.' He lowered his weapons and let out "Do not threaten more people. Or I shoot you in the head" out of his gob. Of course, he had more important things to do. Like attend the screaming child in the hallway. He saw Sayaka zoom towards the entrance, worried expression on her face. Confident that Sayaka can handle it, but still skeptic as to the state of the child, the resident Eldar spent several seconds pondering on what to do. "To warp with it" he sped towards the hallway, worried and concerned. What he saw convinced not to be. He saw Sayaka in front of a girl, clutching what seemed to be an instrument. He smiled. Gorrendil was wanting a child after the wedding. Emily..... The Eldar shook out of it. She was gone. He continued to watch the sight before him, an unknown single tear rolls down his cheek.
So uh, wow. Is fighting a really common thing? And because I think my question for feedback on my CS is getting buried here, feedback?
