Personality

Egil is an enthusiastic and bright young man with an extensive knowledge of physics and a variety of eccentric hobbies, most prominently including storm chasing, metalworking, craftwork, and 'accidental' electrocution. He is brash, confrontational, and often mean-spirited, though he is not necessarily cruel. He is highly confident, willful, and assertive - and at times, comes across as domineering and arrogant. Generally speaking, he is thoughtful, active, and capable of keeping his cool when under stress. At other times, he can be extremely whimsical and selfish, inconsiderate of others and self-aggrandizing.

A bit like a bonfire, really. Warm, pleasant, and bright, but decidedly nasty if you let it burn out of control.

I was interested up until you mentioned the dice. I'm not averse to having stats and systemic balance, but making initial stats due purely to chance is a bit much. If the starting characters are genin, limited to a few elementary techniques and having less skill and talent than others, why even bother?

I'd like to suggest having everyone start off at the same, roughly equal and pathetic level, and allowing them to grow and branch off as they please.

Otherwise, I hope others find interest in your idea.

The intention is for Iikka to provide an education in predicting the future (kind of), tinted by a familiarity with muggle science and physics. Notably, he isn't a seer, and doesn't claim to be one. Hopefully he'll be able to round out the group's perspective, given his lineage and subject.

4.2. Some people build the challenge into their own nations. Even when you don't, you still have to deal with everyone else's factions. There is more challenge to interacting with other factions created from scratch than there is interacting with other factions you already know will be in the setting, no matter who you get stuck with yourself.

6. As an implemented feature, absolutely not under any circumstance. There have been instances where others and myself have used coin flips or dice throws to determine RP outcomes, but only in such a case where both parties wanted the outcome to be truly random. - the usage of chance wasn't mandatory. Making chance mandatory makes it an obstacle to writing.

7. While I say I prefer settings without magic, I am not averse to effects that are traditionally considered magic - such as telekinesis/mind reading/shape-shifting - in instances where such effects can be accomplished using technology. Having a setting where every nation is stuck in a medieval stasis and relies on apparently 'magical' technology might be interesting.
