yea the logic of the rngebus is their

remember to look at both general city encounters and grand city encounters XD

oh and you got a 2, which if your going by rng encounters is a swablu XD

Also I think that if we're looking for something in particular, if we land it's rarity, we encounter it automatically. So if I'm looking for Pidgey and roll Common, which is Pidgey's rarity, I encounter Pidgey automatically.
