Japan would probably be acceptable, since I don't see anybody else swooping in and pulling it from underneath China's shadow. Alternatively, there is Central and South America, where you might be able to piggyback on some of the growing western energy.

One possibility would be one of the remnant states of the Ottoman Empire. That would give you something to do without having all the pressure that a big country carries, and it would give us some action in the area now that Evan is a busy busy boy.
