So, quick reviews. Will probably have more depth later.

This is more tricky.
I'm going flat no to Tan Vien Son Thanh. Mostly because Gods, except in rare cases (Chiron, but he gave up his immortality) tend not to show up for Grail Wars. Also, his power just being Earth powers doesn't really endear me to the concept of him. He's probably too powerful, and I have no doubt you'd kill your own mage in a minute with that mana drain.
As for Viktor Muller, he's better. (You didn't copy a wiki page.) But I'd need more of a history, and mages tend to only have one element, not all five. (That's kinda unheard of.) As well as his magic is kinda all over the place. The ability to shape stuff most likely wouldn't be fire related.
Since I'm guessing you're new to the series, if you need help, just ask and I'll help write down what certain aspects might help you develop your characters.

Viktor is always smile, no one can know what he is thinking.
He loves kid and will burn to ash anyone who hit children for nothing, or just for fun.
To some people, Viktor is weird, mysterious, who always lives in his own world, and may be a little crazy.
"Talk, work, move as less as you could!" is his goal.
Background:
Viktor was born in a poor family. At age of 12, he has to work in the factory for 16 hour a day. Beside that, he learn magic from his grandfather whenever he has free time. But Viktor can only learn and use Fire magic, not like his grandfather who can use all five elements. At age of 16, he kills his boss with magic and leads a strike for raising salary and cutting down the working period. Then, Viktor becomes a mechanic in Nazi Germany Army. Two month later, he kills a General, 20 soldier with his pistol FN1928 and runaway from army. Later, people found in his old house a lot of weird thing which they haven't seen before, even by the Mage's Associatio.

Hùng Vương, the 18th King of the Hồng Bàng Dynasty, had a very beautiful daughter named Mỵ Nương. When she grew up and became a woman, the King began his search to arrange her marriage. He wanted to find a special son-in-law, someone who was intelligent, handsome and talented for his beloved daughter. In order to find such an individual, the King held an official contest. Anyone who could prove his worthiness, would be given the hand of his daughter. Princes, scholars, famous writers, gifted artists, wealthy businessmen, and men with various talents from everywhere came to try their best. Among them were two extraordinary men: Sơn Tinh, the Lord of the Mountain, and Thủy Tinh, the Lord of the Water.
King Hùng Vương requested both to showcase their powers. Sơn Tinh waved his hand in the air and trees instantly grew from the ground to make a forest. He just said a magic word and mountains rose up from the earth. Thủy Tinh also had the similar powers. When he waved his hand, the winds began to blow. When he spoke a magic word, the sea level elevated.
However, as both Sơn Tinh and Thủy Tinh met all the criteria required to become Mỵ Nương's husband, it was difficult to choose between them. Eventually, the King decided to present one final challenge. The first man to arrive with specially selected wedding gifts the next day would be granted permission to marry the princess. These unique wedding gifts included a nine-tusk elephant, a nine-spur cockerel, and a nine-mane horse. Early the next morning, as the sun came up, Sơn Tinh arrived first, married Mỵ Nương and took her back to the Tản Viên Mountain, where he lived.
Thủy Tinh came a few minutes afterward. Upon realizing that he was too late, he became extremely furious. He and his servants chased after Sơn Tinh to take Mỵ Nuong back. Unwilling to accept defeat, he summoned torrential rain, gusty winds, thunder and lightning, and also brought the sea level higher, to defeat Sơn Tinh. However, as the sea level rose, Sơn Tinh used his magic to raise the height of the mountains as a counter-measure. Everyone suffered the rage of Thủy Tinh as the floods he caused destroyed land, crops, and houses. In an effort to protect the people, their properties and belongings, Son Tinh created dikes to shield from the rising sea.
This battle between the two Lords lasted for countless days but eventually, Thủy Tinh became weary and lowered the sea level. He never, however, forgave Sơn Tinh nor let go of his desire for revenge to get Mỵ Nương back. Thus, every year, people have to suffer floods as a consequence of Thủy Tinh's eternal vindictiveness.

Yeah well, I must go to school so this time is the only time (about 7 P.M to 9 P.M (GMT+7)) I can online. But I will try my best to catch up with you guy.

Victor raises his hand and starts to ask: "But, I don't know how to use my power?"

"Heyyyyyyyyyyyy, are you kidding me? It's in your blood, right, so you must know it, or you just need some ... uhm... encouragement? Watch this!!!!!!!" As Arthur says so, he starts to shoot rapidly toward Victor. But Victor just stands there and use his scythe to protect himself. "Ice bullet" "Ball bullet" "Ice bullet" "Cannon ball" While Arthur is shooting, he countinues to call his bullet name. About 30 seconds later, there is only "Ball bullet". And 30 seconds, he cannot stand on his own foot. "Well, I guess this is my limit." Arthur says and he lies down on the floor.

"Wow, Victor, you haven't been hit, have you?" Libert talks to Victor. "Yeah, well, I don't know how, but when I want to dodge these bullet, it seems like that the bullets move slower and I can use my scythe to destroy it." "That great, so you haven't felt tired yet, right? Look out my sword!" Then she swings her Katana and releases the wind toward Victor. But he suddenly moves away and the wind hit the wall after him. And Libert countinues to swing her Katana and Victor dodges it all. About 1 minute and 30 seconds, Victor stops moving and uses his scythe to defend from her wind. "Stop! I can't stand any more." Victor yells and at the same time, Libert says: "Oh thank god, because I'm tired, too" And she sits down on her knee and looks at Victor when he moving toward her and Arthur.

However, the truth is Victor can use his power in at least 8 minute but when he saw Libert is tired, he decided to stop and hide his real power limit. "Fewwwwww, but it is tired when countinue moving" he thinks and sits down next to Arthur and Libert.

After Gael sat down, Arthur stands up and start to talk:

"Hello everyone, my name is Arthur Skywatch, my father is Vulcan, Roman god of fire. Do you know him? He is powerful and great dad. Oh oh and my power is hadicraft. I can craft everything I could think and I xan enhance every thing. Look!" As he says so, he shows everyone his dual gun and then it become a snpier rifle. He shoots to the roof 2 bullet and make it freeze. " You see that! Great, right? And I will open a store right in this academy, just bring me your idea and materials and I will give you a weapon. All you is welcome to The store of... arghh."

Libert punches Arthur and he sits down with a green face.

"Sorry for this noisy guy, I'm Libert, Libert Helima, and my father is Fujin, the god of wind. And with my father one-week training, I can only do this." Then there a small storm on the blade. "That all I can do now. Thank you." Since she sat down, she calls Victor and Victor stands up

"Victor, son of Chronos. Haven't been train." And he sits down starts talking with Arthur and Libert.

Hello everyone and welcome to join WORLD OF JK.

This is a beautiful world, isn't it? I'm an ancient god and have come to many planets and this world make me fell... uhm... impressed. So I have decided on making a little game for you guy. Have you ever seen the Hunger game? That was my favorite movie, so I have build this game based on that movie. But the rule only last survival win is not my style so I have made some change. First, all survivor that lives until someone achive the goal will become the winner. Second, I will give you a superpower and a weapon so choose and use it wisely.

Oh, I think I have forgot something. Well, this world consists of 24 areas called 'D' from 'D1' to 'D24' without 'D13' and 'Center'. In every area there is a place call 'Electricity Zone' and if you can touch the Blue button there, you will become the king of that area and have a Safe zone there. But only there are only 16 Kings is allowed. The game will end if someone controls at least 9 area as the King or if ALL king agree to assemble and defeat the DEMON KING. Oh, and don't forget, this is the HUNGER GAME so of course there are traps and monsters.
