It could be a round robin style tournament rather than single elimination. That way everyone gets their 3 fights in even with just 4 people active. Probably better that way in general, since nobody gets kicked out first round before they even have a learning chance.

To me, 'flaws' are just another way of balancing out a character, speaking in strictly competetive terms. Anything that weakens them just shifts them down in tier, which is neither a good or a bad thing, since you can find a willing opponent at almost any point of the power spectrum. As said above, it just depends on how you want to play. If you fancing having a particular trait in your character that happens to put them at a disadvantage, you can always slightly improve the other aspects of their combat potential and shift them back to where they would be without said trait; and vice versa.

As for your second question... well, duh. If it is relevant, then we will most certainly put it in the character sheet. Weight, height, fitness and bodytype are all common practice to include, as well as sometimes a psychological description and their fighting style of choice. There is this unspoken rule that if your character is an average joe, you don't need to go into great detail about them, save for the actual characteristics that differ from the norm; but i don't think anybody is going to turn down a request to add more information for clarity's sake.
Pardon me chiming in, but i'd like to emphasize the incredibly ambigious nature of tiers. There's no actual unanimous classification, with everybody having their own interpretation of what these mean, depending on the community they hail from. For example, to me, low-tier and unpowered are two entierly different things, low-tier defined as a power level within which a human melee combatant is still capable to compete, even at a disadvantage, as opposed to having no chance of winning at all.

The above, of course, is strictly my opinion and defenitions. What of that applies to the tournament itself will probably be clear once the rules and regulations for character sheets will be announced.

Ah, and just in case Rilla's explanation doesn't fully satisfy: mentioned above, character sheets aim to provide the concrete limitations and capabilities of the character, as well as explain the way their abilities function. Said information, combined with combat posts, which provide detail on the exact circumstances the combatants are in and the actions they perform - such as their positioning, stance, any momentum resulting from actions, the speed and trajectory of their motions and ect. - is exactly what allows you to not only to announce yourself victor in a fight, but prove the legitimacy of such a claim and have it be firmly grounded.

While indeed, to land a hit, you must first convince your opponent that there's no way to avoid it, the combined information provided by character sheets and combat posts creates an objective frame of reference, meaning that with cunning enough manipulation of the fight's flow, one can create a situation where their opponent can no longer deny that they're in a disadvantageous position and have no means of escape.

Of course, the abscence of a rigid system present in most games dictates a reliance on sportsmanship and trust - but third party review, presented by the tournament's appointed judges, can provide a higher degree of reliability, satisfactory to all but the rarest of cases.

In short, yes, you have to be stubborn and thick skinned to a degree - but those qualities by themselves don't decide the victor.
Seriously though, this is a dilema.

Either you make t pure hand to hand, which might turn off a lot of people.

Or you force those poor, innocent, sweatless newcomers to slave over an arena style character sheet.

EDIT: or we can do knightly combat with pommel throws to the groin as our no powers section.

I've whined enough in the interest check, so yeah.
If you can make an arena post an interesting read, you've got talent. Most of us are here for the competition mainly though, so if people are leaving without the fight brought to an end, it's probably on them.
Aight. I'm also going to cut down Quebra's regen rate a bit, making it [1, 2, 2...] instead of [1, 2, 3, 4], because balance. There's also a couple more things i'd add, but i don't want to mess with the fight's continuity too much.
