Hey, sorry for the late excuse but I'm having some trouble trying to find motivation to get a post out for thise particular RP. If you don't mind waiting longer, I'll try and stew on something and hopefully get it out sometime soon, but I can't give too definite an answer. If you'd also rather not wait I can totally understand that too.
Excitement electrified the air, buzzing from one near-graduate to the next. Though they all stood in their places, their faces in rapt attention, it was all the little cues that belied their nervousness, their anxiousness, but most of all, their anticipation at finally moving on to the next stage of their lives. For each of the children standing assembled before the Amekage and her entourage, each one held a different focus than their neighbor: some focused on the Amekage herself - some on the Kage's assistant, their eyes hungrily gazing at the headbands held in his hand. Others still looked to their parents, their former teachers, or each other. Most found it difficult to keep their fingers still, their feet calm, or their mouths unclenched.
In such an atmosphere, Hikari couldn't help but be infected by it.
For her, her head was tilted upwards. Her focus was towards the sun that broke free from the cover of the ever-present gray that clouded it Her focus was towards the sun that was always shining. At her parents insistence, she was forced discard her usual wear for the graduation and instead don something formal, something befitting to celebrate the current momentous occasion in her life. The young girl pouted and fought against it, but right now, in this moment, she would be eternally grateful to her parents for making her do so. The deep blue sleeveless qipao she was made to wear allowed every inch of her skin to drink deep of the sun's warmth, the golden Fumetsu tree that highlighted and coiled all around her dress glittered and glowed as if it had dipped itself into the bright rays and painted the falling rain around her into blinding stars.
And then just as quickly as it came, the rainclouds above ate up the sun once more. Broken out of her reverie, the loss punctuated by a crack of thunder, she noticed that in one hand she held her new headband. She hardly remembered when it had been given to her or when she had taken it, but she supposed this actually was what she had come here for. Her, and the many friends that surrounded her.
Hikari stared at the now suddenly heavy weight that she held in her hand before her eyes quickly shifted back towards the front as the Amekage spoke for the first time to the assembled and newly named shinobi. A hand clenched tight around a newly received headband as the Kage spoke of sacrifice, of the new responsibilities that now rested on all their shoulders.
But as before, Hikari soon became caught up in the quiet jubilant glee of her comrades as they all together tied their headbands on, now becoming full-fledged ninjas of Amegakure. As the assistant said his final comments and turned to follow his master, a singular roaring cheer sounded behind him.
Hikari's voice was among the loudest, her voice ringing pure and clear as she became one step closer to achieving her goal, her face beaming and bright.
Just like the sun that was swallowed up by the clouds however, Hikari quickly became swarmed by the sea of friends she had made during her time at the Academy. Memories were shared, tears were shed, wishes were made aloud, and the young star did her best to earnestly speak and respond to each one. There were two faces she was looking for in particular however that she couldn't find among the crowd, instead finding them out among the outskirts of it.
Deftly and gracefully, she navigated from body to body and from conversation to conversation as smoothly as she could, doing her best to give her full, albeit brief, attention to every person that spoke to her until she linked arms with the first person she was looking for and then dancing her way and linking arms with the other, pulling the trio of them out from the masses. On one side of her was a taller girl with beautiful short black hair and a bandage placed carefully over her nose, and on the other was a surly boy who, despite the occasion, looked like he had just rolled out of bed.
"Sadako~, Kyosuke~," the acrobat intoned playfully, her elbows fiercely locked around theirs as she exaggeratingly threw her head from one sourpuss to the other. "You both are planning to go to the party with all of us at Saito no Kareraisu aren't you? Especially after all the trouble I went through to organize everything right~? I mean, you would not believe how long it took me to make and deliver all those invitations. I imagine you both know how hard it is to sneak out of the orphanage, but do you know how hard it is to sneak anything in?"
A dancer, acrobat, and kunoichi, Hikari walks with light steps and coiled energy, always ready to burst and move at a moment's notice. Having a lower, huskier voice, the bandages around her throat are a holdover from a childish belief that doing so would make her voice sound better and more like other girls. Though she has since accepted her voice as it is, she still keeps the bandages.
Wardrobe
Owing to Amagakure's constant rain, Hikari has taken to wearing a wide variety of ponchos that suit her mood or situation. Underneath, her attire ranges anywhere from tame skirts and leggings to only wearing shorts and a bandeau. She also carries a number of water bottles on her body to keep herself hydrated, with most held in the numerous pockets of her poncho.
While on duty, Hikari dresses in tight and professional clothing to give herself the most free range of motion and in colors that are muted and natural. Her work ponchos in particular will often have mottled patterns, and she always attempts to wear colors that would best blend in to whatever environment she would be deployed to if she is allowed to prepare beforehand. They will also typically be particularly loose and flowy as she uses them in combat to obfuscate her movements.
When off duty, Hikari makes full use of all the bright colors of the rainbow in an attempt to insert a bit of color into the lives of those around her. Most of her bright ponchos are reversible and colored similarly to her work ponchos, however, just in case of any emergencies that may arise while she is out and trying to have fun.

Though having lived in the shadow of Amagakure's painful history all her life, Hikari did not have a particularly harsh childhood. The Hoshino clan held some note as arborists, caretakers of a particlar breed of trees named the Fumetsu no Ki, or Immortal Tree. As the name implies, the Fumetsu trees were extremely hardy and robust, capable of storing great amounts of water inside itself with branches that would continue to survive long after being cut off from its parent. They were rumored to have had been from Konoha in years past, taking refuge and bringing their knowledge and talents to Amagakure, but none of that was particularly relevant to Hikari growing up as her family was an offshoot branch of the main family tree.
Instead, her particular family were better known as entertainers. Before that however, both her parents were once shinobi and Hikari remembered many nights in her early childhood to be filled with emptiness and loneliness as her parents were often away on missions. They tried to be good caretakers of course, spending whatever time they could during the rare moments they were home with their daughter and Hikari understood that what they were doing was important work, but she was still a child who only wanted to be with her mom and dad.
Eventually Hikari's parents realized the growing gap they were creating between them and their only child. Not wanting their family to fall victim to the woes of others in similar situations, her mother and father greatly reduced the amount of missions they allowed themselves to be assigned to and instead turned their ninja talents to dance and acrobatics, putting on shows that would put smiles on the faces of others and giving themselves more time to spend with their daughter.
Hikari was ecstatic when they had made that decision, relishing all the newfound time she had with them and being able to admire and train with her parents. Still, she felt guilty from pulling them away from something that she felt was their true calling and joined the academy when she was of age in an attempt to find new ways that her family could be together, despite their initial protests.
During her time there, Hikari quickly found herself easily morphing into a social butterfly, flitting from one group to the next and trying to ingratiate herself with each one and onto every person. However, she also trained and studied hard, knowing her goal to become the best shinobi so that she can push her parents back onto their original path required her to do so. She graduated within the top ten percent of her class.

Suiton: Mizu Ori (Water Weave)
Description
Even though Hoshinos are known for their unique trees, they have also developed a more hidden art that has grown alongside their duties as caretakers of the Immortal Trees. The Hoshino clan, using very fine chakra control, can thread water together to cover a desired person or object. This technique is easiest for Hoshinos to use when covering objects from a fumetsu tree because of the clan's close connection to them as they can draw upon the great reserves of water held within the object itself, or by using the user's own internal water supply.
The technique depends on the user able to separate their chakra so that they are holding together individual packets of water that then connect to the next, and then the next, and then so on rather than holding on to the entire shape with chakra, with the most advanced users able to connect and hold even the tiniest water droplets.
Strengths
Because of the way the envelopment is held together, the user can quickly change the shape and form of the envelopment with the most common use being to turn any point of a fumetsu staff into a sharp edge, extending the cover out into a sharp lance, or even shooting the water out similar to the Water Gun Technique. More notable uses have been when the envelopment is combined with other chakra natures like with Wind in order to turn the water into ice, or with Fire to create explosive reactive armor.
Weaknesses
The fine chakra control required to use this technique is very taxing to the user, quickly tiring anyone new to the technique. The chakra threads are also best formed when the user is in direct contact with the water envelopment. With the way the chakra threads the water together, most users are only able to hold one envelopment at a time and if the water envelopment is broken at any point the user can add more water to replace the lost supply, but doing so drains the user even further as they have to focus on creating new connections to the new water.
The user visually disappears in a shower of droplets.

The illusion is visual only, so the user can still be perceived through other senses.

Fumetsu no Ki Staff
A 1.6m staff carved from a branch of a fumetsu tree. Aside from a beautiful dark purple cloth wrapping its midsection and the remarkable craftsmanship, Ganko is otherwise relatively simple and plain. It doesn't become truly alive until Hikari uses her family's Hiden.
After using her Hiden, she has to ensure the staff has an ample water supply until it replenishes its stock of water to an acceptable level or else it will die. It is extremely difficult for Hikari to use the staff's internal water supply before it reaches back to acceptable levels as it stubbornly holds on to it, but if she tries to force it out anyway the staff will likely die.
It's not just you...I've been keeping an eye on the cast list and noticed the gender 'imbalance' within the houses...but like you said, it's not a problem whatsoever. It'll be interesting to see how that plays out.
One thing I'm glad (and surprised) is rather balanced are the levels/tiers. Not everyone is playing at top level and that makes things more dynamic.
