ASTA is also supposed to work on his NS but we haven't heard about him in a while.
The most important part is how he joined the UMMA.
I'm thinking of some coincidence which made him travel through parallel universes and he got picked up by UMMA.
I would need to read more of the IC and generally more information to know the details.

I noticed that you haven't finished his backstory up. When you get that done, I'll judge him.
He's the protagonist of an entire novel series.
I already had problems to abridge his backstory without adding any big spoilers.
So this will take a while.
I wish I could link you wiki pages or something but their summary tends to be awful and at times even contradict itself.

Personality:
At first glance to his teammates Kazuma may seem to be a lazy jerk who enjoys flirting with women and aggravating people more than he gets any work done. He's also quite a mercenary, preferring to get paid handsomely for any job. Yet in a sense this is all just a facade. Kazuma has a dark past which still casts a shadow on his life. He has a rather cynical view of the world and known to have a ruthless streak. He's self-governing and only shows respect to those who deserve it. Kazuma was once weak and powerless so he swore to use his abilities to protect the weak but especially those who are precious to him. As he said he never wants to lose anyone else. Kazuma has a powerful belief in his skills to pull through regardless the situation. This is no mere bravado but the product of his experiences. Kazuma can be also rather manipulating, making up schemes to overcome difficulties or just make his job a little easier. Kazuma is anything but a fair fighter and he's willing to abuse any sorts of weakness if it helps him. As explained above, he's can be also ruthless. His enemies rarely survive against him. Albeit compared to the past Kazuma had softened up considerably. Deep down Kazuma is also rather prideful and competitive.

Abilities:
Wind Magic (Fuujutsushi): Kazuma had formed a contact with the Lord of the Skies, the elemental king of air spirits. As such Kazuma can control air pretty much like it were an extension of his body. Wind blasts, tornadoes, wind blades, etc as typical forms of attack. He can make shields, walls or barriers made of air. He can alter the route or composition of air, detect/filter out poisons, raise oxygen concentration to make fireballs prematurely explode, etc. Of course he can also fly and pretty fast at that. He can also feel anything in contact with air, working even better than a radar. When he isn't concentrating Kazuma's range is 300 meters while in combat this jumps to 10 kilometers. Thanks to his level of Ki, control and willpower Kazuma can also make his air/wind perform things which should be physically impossible. He can mix air with his magic abilities, raise the heat capacity of air to block blinding white plasma-hot fire, slice through dimension, gravity or spatial distortions, split lasers in half via wind blades and just arbitrarily made his wind literally faster than light. His air can also interact with things that doesn't seem to have substance. He can cut fire in half, choke ghosts to death and his winds have a degree of evil/demonic energy purifying effect. Albeit admittedly Kazuma is better at just plain destroying things and something like purifying curses is too much of a hassle for him.
Downside of this power that it literally relies on him concentrating wind. If there's no air then he doesn't have much to do.
Similarly he needed to wait a bit to transport air in sufficient quantities down to the bottom of a long cavern system before he could use his more powerful techniques.

Aside from this, Kazuma is also experienced with all kinds of magic even if he doesn't use them. His senses to supernatural are extremely keen and he can often see through the opponent's magic pretty quick. Kazuma also has massive Ki which makes him somewhat superhuman even without magic. He's also expert in martial arts and aside from Genma nobody matches him in close combat. Once he had his magic blocked and fought with a person boosted to be on par with him. He handled that fight by his sheer wits and fighting skill alone. Kazuma also showed stamina enough to fight for entire hours.

Lastly Kazuma can also access more power via his Contractor Mode. Basically he stops limiting himself and merges with the Lord of the Skies. This visually shows by his glowing blue eyes. When in Contractor Mode his range increases to 100km which pretty much means his power would move so much air it's plain visible from space. The purifying effects of his winds also increase considerably and he can cleanse evil/demonic powers rapidly without harming anything. In this mode Kazuma can also heal wounds with his wind but admittedly he's still pretty mediocre at it.
The big downside is that Kazuma is just a mere human and his brain can only withtand this flow of information for 5 minutes at best.
Any more and he'd burn out. Also after using his Contractor Mode the strain would usually exhaust Kazuma completely. So obviously this isn't something he'd normally rely on.
Equipment:
- Seven Stars Blades: Enchanted blades about 30cm in length that can be loaded with magical energy. They aren't particularly powerful compared to Kazuma's wind magic and only used them once as an emergency.

- Black Gloves (name unknown): Magic item which allowed Kazuma to phase his hand through somebody's skull and leech information directly through the synapses of the brain. The process is painful and often leaves the subject as a mental cripple. As such Kazuma only really used this once during his darker times.

In feudal times, for some cultures there was no concept of a teenager. 12 year olds were considered men and expected to participate in armed manhunts for criminals.

Yup, Tin has its own idea of adulthood.
I know it and until last century Yllendthyr had no laws on child labor.
The fact elves consider 30 the age of maturity for them even though in terms of physical development that equals 12-13 year olds is telling enough.

For reference Premier Velikaya is 32, so probably only barely adult by their standards.
Yeah, I am perfectly aware of that. That's why I refered to Velikaya as mere youth.
Then again all elves are aware that humans mature faster.
It's just that not all elves agree that what humans refer to be "adult" is anywhere close to their terms.
So yeah, given that the emperor is on the top of the aristocrats of Yllendthyr he pretty much considers young rulers as children playing around with toys way too big for them to control.
You can easily retort to this statement but you probably won't ever change his mind.
At best he'd say to your accomplishments to "not bad for a mere child, I'm looking forward to the time she matures".

I started writing about Tin's navy and made an entry for Sea Jackals. They're Tinite pirates, and like the elven mercenaries they'll work for just about anybody.

The best part is that half the time they do so for free (for the winning side, of course) because they are content to just make profit by selling stolen boats and cargo. And they ransom captured sailors for exorbitant prices, of course.
Funny part about elven "mercenaries" that they have nothing to do with that.
They're just bored nobles with some forces to spare because Yllendthyr doesn't give a finger to what they usually do with their forces.
A good part of Yllendthyr's nobles actually take their duty as traditional protectors of the country seriously as you saw with no less than 89 noble Aramegyr stationing in Zanshir Islands.
Although to be fair most of them are there because they almost take it as a vacation and because the emperor compensates them a bit for their "contribution to the empire".

If we are at it, I forgot to mention that of course Yllendthyr's army is divided by the forms of warfare. The Brascad has air force, navy and general army branches. Drefgiad and Aramegyr are divided by states or per noble family so there's no point in differentiating them aside from battalion/division level. So Drefgiad unites their share of ground,air and naval forces under the same leadership.

The first Sultan was Temujin, a great warrior that conquered half a dozen khanates and united Tin. An amazing achievement, considering the lands that he conquered and controlled were almost as large as modern-day Tin.

The most violent and zealous was perhaps Timur, he was the one that conquered half of KalMea and also fought in the crusades to the north (in what is now Avalia) no doubt killing hundreds of thousands.

Those are probably the two most famous Sultans and the ancestors that Banur always talks about honoring, but both have been dead for centuries.

As in for the more recent ones, they've been stubborn and traditional, refusing to change and causing Tin to decline while they do little more than live in luxury and expand the already massive palace complex in Saroy City. Babur's father and grandfather were slightly more competent, having the wisdom to establish relations with Ventium and modernize the country with telegraph lines and a better navy.

One thing that would definitely stick is out that Babur is only 18 (most Sultans would rule from perhaps 30 or 40 until they died, usually at least in their mid 60s) and he certainly has some fire, like Baktu commented.

For circa when they reigned, I've been avoiding the use of dates thus far because we have no official timeline and I don't want to create any contradictions. See my above statement about when they usually rule from (Babur's father died in his 50s) and you could probably figure out roughly how long ago each successor was coronated.
I see. Well, then it's quite likely that the emperor knew Babur's grandfather.
Albeit since apparently they were only decent rulers instead of anything that can be directly compared to Babur, I think I'll go with a more vague comment.
And yeah, I'll comment on the age of Babur.
For reference my emperor considers Velikaya a youth chasing childish ideals.
30 years is the bare minimum Elves are considered adults. It's about the equivalent of a human aged 13.
If you'd want to look for a more "legal" age, that'd be around 42.
Granted, the current emperor did ascend to the throne "young".
But it also worths noting that the Emperor of Yllendthyr has about as much power as does the Queen of England.
His responsibilities are not the same as Tin's Sultan.
Albeit the current emperor is more active than his father was.
His grandfather is not a fair comparison because he ruled just at the beginning of the constitutional monarchy.
To be exact he made the system after his father died along with the 1st Imperial Gryffn Cavalry.
