I'm not going to claim to be a reservoir expert, but I don't think aquifers like the ones LA relies on - and has for a long-ass time - flow out unless someone wants them too. So it's not like these balls are going to be drifting out to sea on some idyllic stream that formed under everyone's nose at the back of the pool. And any outflows will probably be gated to keep large or small solid objects from going where they're not needed, especially if that means it's going into the drinking supply where it could fuck up the pumps.

Freak storm or something. I don't know, I'm not a scientist. I just see a bunch of folks deliberately littering to save the water and I figure it's gotta go wrong sooner or later.
