Well he would be specifically refering to using Factories as trade tokens. So x amount of factories are constantly used for trade for a certain amount of resources. Either way that would certainly be little strange since if a factory is used according to your rules it uses 2 million tons of coal each turn.

I am sad to say this, but I am leaving this roleplay. I don't have the time anymore to post once a week. Sorry again for not telling you sooner.

Nope, pretty sure you need more than just that to go to war. Nothing majorly political, thats what you call an "Border Incident". Your decision to increase troops at the border is obviously creating friction and this event.
