I say 3 but I will say it all depends on what is being used to counter it. Or how long with each chidori is being used for. It would have to depend on the character as well. I would think it would different between each character that could possibly use chidori. Three for a Chunin seems right imo

@Buddha@Hillan@RyoRyoRyokenOkay, my eyes are burning slightly, but I've finally finished my CS. I went with Genin because I think we could use more of them and was going with the thought in mind to limit Shizuku so he can grow into his own a bit more. Also took some liberties with the Kekkei Genkai, but over all, I think I did as reasonable a job as I could in terms of balance. Then again, not sure how much that says about me, considering how my first drafts usually go. Hope it's at the very least interesting.
Edit: Weakest part if this is probably how the story get's wrapped up, so if you could help me out with hashing that out, that'd be awesome.

Shizuka was born to a pair of nomadic mercenary ninja, ones who didn't belong to any village, doing odd jobs for the shady companies that wouldn't be accepted by or couldn't afford the price of hiring ninja from an actual village. They lived off the land, traveling between the elemental nations as they saw fit and doing their best not to get in the way of any hidden village shinobi, so as not to draw their ire.
Both of them were very skilled Shinobi, especially for ones that had never been apart of a hidden village, and when Shizuka was born, they were considering doing a few bigger jobs in order to settle down in some small village, living out the rest of their days in peace with their son and leaving the bloody business of being a shinobi behind them. However, it was not to be. The winter blew when Shizuka was 4 years old, and as it continued to rage around them, the family was soon burdened by their decision to stay outside of any village. They often struggled to find good shelter in those years, and the villages began clashing and fighting with others and each other in small skirmishes over any and all resources. Those first 4 years saw to the end of his mother, who often went without eating anything his father had caught of managed to bargain/steal for in order to make sure that Shizuka would live. After that, while the year long blizzards had died down, the cold remained, and in this cold he was hardened by his father, taught skill that he was never meant to learn and forced to do things a child shouldn't have to do.
With little resources, and wars beginning to rage around them, father and son turned to a life of banditry to make ends meet, as well as attacking caravans, small village, and whatever else they could get their hands on, even forming a small group of missing-nin around them in order to better there chances of survival. His father grew somewhat infamous across the elemental nations during war time as the 'Crimson Shadow', a reference to both the many people he had ended on most sides and his penchant for stealth and deception. The only nation that he didn't target was Konoha, not out of any reverence or respect, but due to the danger of the Hyuuga clan and their all-seeing eyes.
Shizuka, with the help of one of the missing-nin that gathered in his father's small band, discovered that he held a talent for Fuinjutsu, and immediately used this to his advantage to help his father. He worked hard to make sure that all of his father's weapons were well-taken care of, was diligent in his training, and often played the part of bait during ambushes in order to lull people into a false sense of security. Most of the men who stood by his side, knowing that they had little chance against this force without the element of surprise, were quick to flee from the battle, leaving only a group of five behind. The battle that followed was vicious, and Shizuka, hidden away in a small hole dug nearby for look-out duty, could only watch in horror as one by one, they were taken down. In this moment, as he saw close friends cut down, he felt hatred and vengeance boil up in the pit of his stomach. And as his father tried his best to fight them off, Shizuka could tell that he was spent. When the final blow was struck, ten Kumo shinobi had been slain, 6 of them by his father's hand.
Struck with grief, rage, and fear that he was soon to be next as the two wounded Kumo-nin began to search the camp for possible survivors, Shizuka felt the urges bombard him like never before. He wanted these men dead, and he wanted to do it with his own hands. Images of all the ways he could end their lives poured into his head, each bloodier and more disturbed then the last. As it began to reach a boiling point within him, the eyepatch around his eye suddenly seemed to burn him, chakra flaring around it wildly, causing the Kumo-nin to zero-in on his position. With a roar that didn't sound it could come from a human mouth, Shizuka tore the eyepatch from his face and his world turned red.
When he came to, the first thing Shizuka noticed was that he was completely covered in blood and gore. It didn't take him long to realize the source of this, as the heads of the two kumo-nin lay at his feet, staring up at him with cold, dead eyes. Even more horrifying, however, was the fact that despite his abject horror and disgust for what he must have done, a large part of him felt elated amidst all of this savagery, and was eager to search for more. It took all the will power he had to get himself back to the hole, quickly finding and reattaching the eye-patch seal. As the urges faded back into the a low throbbing pulse in his core, Shizuka felt the shock of everything that just happened, the realization that everyone he could possibly turn to was murdered and that he'd likely die or go insane on his own, all he could do then was curl up into a ball and cry. And so he did, breaking down into a blubbering, pathetic wretch as his grief took him, before he finally couldn't take it anymore and passed out.
When he woke up, he found himself tied up in-front of a group of leaf shinobi that had been on their way back from a mission when they came upon the scene, instantly recognizing the face of the 'Crimson Shadow', as well as his son. He was interrogated about what happened, the shinobi seeming particularly interested in what happened to the two kumo-nin, though the grisly scene obviously disturbed them a bit. In the end, it was decided to bring him back to the village under constant watch, in case he showed signs of another 'incident'.
When they came to the village, he was instantly locked up in a cage, many restraints placed upon him. And cautiously, the eye-patch was removed despite his objections. At first nothing seemed to happen, but then his body started to convulse and twitch, a scream tearing it's way out of his throat. However, he suddenly went silent and limp in the middle of his outburst, causing some to think he was dead. Then Yürei looked up at them with a wide, sinister grin. What followed afterwards was a quick, if somewhat tense conversation where Yürei explained his only two desires in the world: to kill anyone who stands against him, and to live. And so, he told those interrogating him that if they wished to use him and Shizuka as a weapon, then he'd be glad to oblige if it meant he got to kill every now and then.
It would be sometime before they was allowed out of their cage, and even longer before their presence was ever made known to the village. The eye-patch was studied and replicated so that it could not only be re-made if something happened to the other one, but also improved upon as needed. The clan the Yoshida's belong to has no known family name, nor do they have any defined place in the world. They're spread all over the Elemental nations, so spread apart that calling them a clan is a bit of a stretch, as it's very unlikely that one sect knows interacts with any of the others, or if they even know about them. Shizuka's mother was one of the lucky few of the clan that didn't gain their Kekkei Genkai, though she was able to pass it on to her son.

Shizuka's greatest fear is simply losing control of himself and hurting someone who doesn't deserve it. Other than that, he finds it hard to find anything else particularly frightening or anything to truly aspire for. If he were to give voice to a dream, it'd probably be to have a dream again in the first place.

Shizuka is a mid-long range fighter, with more of a focus on supporting his allies then getting into the fray himself. His weapon of choice is a bow, and he's actually a pretty good shot with it. He's a bit lacking when it comes to just Ninjutsu, so he often tries to mix it with his other specialty, sealing, with admittedly mixed results. He avoids using his Kekkei Genkai offensively, mostly using it to cover and support his allies whenever possible. When it comes to close range, the only thing that keeps him from being defenseless is his Kekkei Genkai, shifting his limbs in order to better defend against his opponent while he tries to figure out a way to get back to a more comfortable distance.
Yüeri is a close-mid range fighter with a wild berserker fighting style, taking full advantage of his Kekkei Genkai to utterly decimate his opponents and rip them to pieces with both his augmented Taijutsu and some Ninjutsu-like attacks. He's very tough to put down, and somewhat hard to predict, despite the bluntness of his attacks, often coming up with tricky and sneaky ways to get the drop on his opponents as he tries to turn them into a thick red paste. Shizuka and Yürei both have the ability to passively absorb Senjutsu chakra and use it in order to alter their bodies in a variety of ways, making them very unpredictable and dangerous opponents. This also gives them large reserves of chakra to draw on, as well as being able to increase their physical abilities by a large margin by entering a transformed state, along with being able to heal themselves by absorbing both chakra and flesh from their enemies as well.
The only thing that keeps Yürei in check is the eyepatch that his father made him wear. It regulates the influx of nature energy into his system and pushes a percentages of it out of the body, weakening both the Kekkei Genkai and his homicidal tendencies.

By letting loose a short blast of air from their hands, Shizuka is able to launch himself in the opposing direction with considerable force. Can be used to move very quickly to either side or high up into the air as an evasive maneuver. This could also allow him some degree of control in the direction he's launched in as well, allowing for more diagonal movements along with, in Yürei's case, very quick, short range charge towards the enemy if they attempt to get away from him.

This durable wooden bow is one of several that Shizuka has on hand with storage seals, up to 3 on his person at any time, and is able to hit almost any target he can see with them. Along the middle of the bow, where the arrows are drawn, their is an activator seal, which Shizuka uses intead of handsigns in order to activate the seals he places on his arrows. This allows him to continue fireing without stop, as the seal activates on a timer. This timer is determined by how long the shot is held against the activator, the longer the wait the longer it's held.

In order to make the best of his skills, Shizuku has made a variety of special arrows, usually about 10 or so of each if he's had time to properly prep, which are each placed within their own respective storage seals that are placed along his body(so they don't get ripped apart when if he uses his Kekkei Genkai). His current types are:
- Explosive Arrows: These are just a smidgen stronger than explosive tags, but function just the same. The only tell-tale sign of the explosion is the sight of the shaft giving off small trails of smoke before it blows up
- Concussion Arrows: Similar to Explosive arrows, these ones have a large blast radius(not quite sure what a good one would be), but also do very little damage. Mainly used for disrupting the enemy by causing disorientation, as well as slight blow back if you're close enough. Use Wind Chakra

@Masaki Haruna I'd personally peg the number at two Chidori tops. That being said, using even one in this context is an objectively terrible idea. Though, that makes sense as Ria is still young and reckless.
@Raijinslayer Immediate red flag for me is Sage Transformation. I'd have to consult with @Buddha and @Hillan, but I'm almost 100% sure that's off the table.

@RyoRyoRyokenThat's what the Kekkei Genkai does though, since Jugo's clan can passively take in nature chakra. It's the source of their transformative power and their crazy bloodlust. It's not the same as Sage mode because it can't be properly controlled, which makes it closer to the Curse seals that spawned from it.

1, which would tire her. 2 if she's pushing it, but the two would likely almost put her out of commission.
Sasuke could do 2 at a near-chunin level (this was basically right before the exams) and he was a prodigy. So you should have 1, maybe 2 if she wants to push her luck. Just use common sense.
Except Sakura has a great powerset canonically.
A powerset that was only ever really put to effective use when she was controlled by a million year old hag from Sunagakure. Her one useful power is CES.
Honestly, Chidori is an overrated jutsu anyway.

@Raijinslayer I don't have a problem with the KG - it's canon, so I can't really argue against it. For now, all I have to say is that the benefits of the KG (strengths) don't really seem to weigh out against the weaknesses. The weaknesses are basically 'uh, yeah, I might roleplay as some savage berseker, but also.. uh, yeah. Nothing.' I'm gonna need something more concrete that others can exploit.

I'd go for 3 instead then which Blade suggested cuz IMO Chuunin level, not that I'm pushing it. Since rule #1 never compare a canon character to an AU character which I think Hillan said or you said. Just as others have said, use common sense.
Ria is an AU and Sauce is canon, two different characters and different strengths and weaknesses . I have learned to not imitate the canon character. AU character is different but boundaries are still intact. Just because one can do more, doesn't make it entirely better than the original. Quality(The Sauce cuz Prodigy) > Quantity(Ria from the AU).
So I got 3 tips:
Gowi's "When to use it."
Blade in terms of rank.
Buddha's common sense.
It all adds up!

@BuddhaWell, I was wondering something about the fact that he's constantly venting Nature Chakra while wearing the seal. Could most people sense that, or just thus in-touch with senjutsu? It's been awhile since I last watch Naruto and I forget the specifics of the natural energy. In my mind, it just melds back into the terrain that surrounds him easily and mostly discreetly, but that could be changed to give Shizuka another weakness.
Another drawback could be intiated if the rules atround the Kekkei Genkai could be bent a little, namely him healing others using Cellular Regeneration Ejection. In the anime, Jugo could only seem to do this with Sasuke because of the curse seal, bjut I want to broaden that to others to further Shizuka's support role by enabling him to help either heal or at least stabalize people usung the technique. Of course, doing so means that, like Jugo, his physical state and appearance revert to that of his younger self until he's able to replace it, which he can only do as Yūrei.
Other than these two things, I'm kinda tapped out for what else can be done to weaken him.

Chidori is an A rank jutsu. It's Ria's current max. Also, you're right that Ria is nothing like Sasuke - she's not as good as he is. So, no, 3 is too much. She'd be dead by then. Two is the max.
If something happens in the IC (like, your chakra gets refilled or so) then sure, she can make three.

Perhaps for those that have mastered the art of manipulating natural chakra. Like a sage. Those I imagine draw power from nature in a calm and peaceful way (and thus it reverts to that states quite naturally too) even when they're venting chakra.
But since Jugo's entire thing was that he had no control, I imagine that for your character this would not be the case. So, yes, sure, lets say most people can sense his senjutsu chakra.

Uhhh, no. We're not making a super powerful taijutsu nin, who also has medical jutsu in his KG. That's too much, lol. I'm sure you understand. The addition of the first one (people sensing his chakra) is enough for me to say it's fine anyway. I'll do a full review if you can add that (and then mention me so I know you added it, that'd be swell dawg.)
