They're not dumb per se. According to the lore, knowledge of technology and machinery has mostly vanished, so the tech priests are the only ones who know how to operate them.

Because it all got lost in a dark age. The laser guns are what they managed to salvage after they returned to space after being forced back to Earth from getting smacked around by AIs.

Well, today was... interesting. I went to the city to grab some food, then got into a road accident after the bus I took to get back to uni got hit by a taxi. Nobody was killed, thankfully. Taxi passenger only got cuts near her eye and nobody in the bus got hurt although the taxi was pretty much lodged into the back of the bus. There was also another car that hit the back of the taxi, but not as badly. The guy in the second car only got a scrape on his foot.
