Admittedly, he does have a point that they'd just go sneaking behind his back even if they were denied, so it's easier to assign them to this where people can watch them and send them home if need be. I see Ironwood as a Well Intentioned Extremist, if he does become a villain. Pre emptively crush the threat through a display of overwhelming force, and things will sort themselves out.
