Windel, DEM isnt the ones responsible for the Salary of the girls.... the AST is part of the military run by the government. The Government is the one responsible for their salaries. DEM has a say on a few things regarding the AST because of their contract with the government, and if thhe government decides to stop the contract, DEM can take all of the fancy fighting equiqment away in a blink of an eye.

Thats the reason DEM has a say with AST.

Fun Fact about canon Date A Live: According to one of the side stories, one about Mana, it showed that Mana had a fight that caused a lot of damage before becoming Adeptus 2. The damages were valued 5 million pounds (UK). Ellen told Mana that she will need to stay with DEM until she paid off her debt, and with her regular salary and any possible salary raises, it would take her 100 years.

Then Ellen told Mana that if she manages to kill a spirit, she would pay her 5 million pounds. After seeing Mana be surprised, she changed her phrasing and said she would pay Mana 5 million for each time she kills a spirit.
