Meanwhile, Mages execute magic through their Madou that utilize [Pure Energy] in the air. Esper cannot use Madou to cast magic because their body also release their own kind [Pure Energy] that might interfere the mechanism within Madou.

I can only assume that espers came In to existence at the same time or a bit after Pure energy was created?

Indeed, it was shortly after the incident of Magical Calamity some people were born as an Esper. As an insight, there can also be some very rare cases of people "awaken" as an Esper, like being caught in a magical explosion or something.
