Form of Government: Meritocracy. Tribunal Council.
Describe the System: Individual Towns, Villages, Cities, and Fortresses are controlled by a single Lord. The Lord holds his position until he wishes to pass it on to a Protégé of his choosing or dies in which case the Council appoints a replacement by popular vote. To be a candidate for Lordship one must train under a Lord for no less than 13 years or a Candidate must have Captained his own vessel for 13 years and must have served under the previous lord for no less than 6 and half of those years. The council itself consists of the 13 most Wealthy and Powerful Lords. To retain their position on the council each lord must provide a sum of wealth, Troops, or vessels to the Iron Coasts current operations.
Location on Map Desired: A long thin strip of Coastline protected by mountains. Few passages exist to pass through the mountain aside from one very large road leading into the Mainlands.
WIP Capital: The Drakes Cavern . The largest Pirate City and Capital of the Iron Coast. It houses it's own Fortress and Is the location for which the Pirate Council meets.
Important Settlements:
The Jericho Bridge: A large Mainland Fortress. It is the only Corsair Fortress that lacks a single dock as it is within the Mountains. In order to invade the Iron Coast one must pass through this Fortress, scale the Dangerous mountains, or invade via the sea.
Ashland: An industrial city. Many Corsair Ships are built and sold here to new Captains and the ever expanding fleets of the current Lords
Description: The Corsairs of the Iron Coast live a life of opulent indulgence. So long as you can claw your way into a high ranking positions of course. Honor is laughable among these vile fiends. However these is a book of rules every Citizen must follow mainly regarding the protection of the ruling council. Murder is legal as is theft. But that is not to say there will not be counter murders and thefts. Even with these flaws the Corsairs will and leads back each other against outsiders realizing that they are and leads great threat to their very existence. It is not however unheard of for nations to strike up deals or even alliances with Iron Lords to protect their own vessels and utilize the Lord's own skills against an opponent less willing to pay them. Gold is the great force behind all within the Iron Coast. It builds and destroys men more so than any other factor.

Thank you for apologising though @UltikanaRe, I shall make re rolls soon because the fact is that there were extra positives in there, I would do the same for any situation that meant a change in traits, no matter how small. Population I will keep the same however as that is quite an appropriate pop and traits have little effect on it. Thats more about your description. Only just got up. In regards to taking outdated army, normally you would get arquebusiers and a few musket armed men however if you would prefer I can replace some of the musket armed men with pikes. So you get a mix of pikes, muskets and arquebusiers. Cav I am leaving out for know as it is just another thing to work out. And I am short on time as it is.
