I used a program called Gimp to do that. It's free online. My cousin introduced me to it a couple years ago.

As for dress code... Like you said, and since there are usually none of your usual tells for gender in lizardfolk/kobolds, how about those loincloths you seem to have a thing for?
For those with more human gender characteristics... how about boys with some type of shorts or pants depending on what they're doing (a pair of each for them, and they are responsible for keeping them clean) and a lighter pair of shorts for bed? Also for the boys, maybe a light short-sleeved/sleeveless shirt for when they need that extra protection, go into town, or whatever other reason have you. For the girls, light, single-layer, ankle- or mid-calf-length dresses and light leggings for daily use, with a medieval-style chemise for pajamas?
