The idea has merit, but sking Mahz to do this (which is pretty much what this section is for) is the wrong way to go about it. Something like this should be community driven from the bottom up, not something handed down from the administration. Mahz has a life outside of this website, and whatever work time he can allot to the site would be better served on various upgrades and new features for it. On the other hand, if the Comrades (I'm pretty sure they're still a thing), the new Guild News team (since they already do something like this), or some random assortment of people who volunteer feel like doing the work, this could be a nice resource for both GMs and folks searching for something to join.
Now for other suggestions and critiques. Daily is probably overkill, doing it on intervals of 3 days would be alright if the people responsible for it are very active and willing to do the stuff that often, but I think once a week would likely be the best balance between coverage of new stuff and not overburdening whoever is working on the thing. Also, I'll echo Genkai in saying the top whatever ranking thing is a bad idea that would lead to drama and problems. There are ways to praise cool stuff without causing angst in others, such as doing something like an editor's pick for each update of the list thing to highlight the things that most intrigued the person/people putting the list together. I'd also suggest completely cutting out the roleplays part of the thing, as it would be best to stick to just interest checks thing to keep it focused on a singular purpose rather than trying to cover absolutely everything and thus become an unwieldy mess little better than digging through the interest check sections manually.
