This seems way more like an interest check than an OoC, a lot of people don't want to invest time in making a character without knowing the plot and where their character will fit into the world.

If you have a plot more people should come.

I've had plenty of rps(some with plots and some without) in the past like this and people still joined.

Also, I planned to make this free roam for the most part anyway.
