I checked the rules, but it doesn't state anything specifically, so I figured I'd ask.

Should the public RP's always be done in English? Should we have non-English RP's strictly in PM's?

No.

There's Korean RPG campaigns on here and have been for awhile. I don't think it bothers anyone, honestly.

Ones not done in English are going to get a massively smaller audience base to draw from here, but if it's what you want to do, I've not seen anyone pick a bone with it.
