Personality: Wukong is a very quirky individual who likes to joke about almost anything. He is always taking things too far and never knows when to shut up, often making jokes at the wrong time. However, he is rather caring and does it in good heart - he simply doesn't have the same social awareness as everyone else. He is also rather vulgar and immature.
History: Wukong basically forgot his real name. His parents were lame old grocery store owners and he did everything in his power to escape his household at the age of 14. From that point forward, Wukong, commonly know was "Wu or Wuko", sought to tread on the path of the Shinobi as it he felt it was a much better and more honorable destiny than selling herbs and spices. When he ran from the Land of Water, he ended up landing on the mainland countries by sailing as a stow away. Upon reaching the shores, Wu wandered for weeks, barely surviving off of food given to him out of sympathy. Being as silly as he was, he severely miscalculated how much life costs in the shinobi world - he had run away from home with nothing more than his clothes and about 500 ryo. Eventually, he was "saved" by Iosaf, a man who people often shunned due to his cryptic mannerisms. The man claimed to be a hermit, and upon meeting him, Wu felt it was his destiny to learn from and be saved by the man. Hermit Iosaf was beyond happy to find someone such as Wu to be so accepting of his unique lifestyle - one of isolation and self preservation. For a good number of years, Wu spent his life training along side the hermit.
Despite his old age, Iosaf had an amazing physical condition, capable of lifting and tossing boulders as if they were pebbles. He could also jump at heights that left Wu staring in awe. Wu understood that it would take a long time before he could attain such power, but through diligence and hard work, he had managed to impress the hermit enough to receive a small gift. Iosaf called it "Vio", a red and gold staff that held an insane amount of energy within it. It was here that the Hermit bonded half of his chakra with half of Wu's, contained it within the staff, and set Wu off to find his won path.
Wu had lost complete track of time during his isolated training with the hermit, and due to this, he simply estimated that his age. At age "15", he decided it was time to return to his home to confront his parents, as it was the right thing to do. However, when he returned to the Land of Water, he had come to learn that both his parents were killed in a bandit raid that sacked a huge portion of the village's outskirts. Upon learning this, Wu made an oath to become a shinobi and fight the evils that plagued the lands. He became genin not too long after. He was naturally fit, capable of running faster and hitting harder than most. But he had no Shinobi blood in him, so chakra control was always a struggle. Now, Wukong proudly serves in the Mist's Shinobi forces as a genin hoping to be promoted yet once more.

Description: Wukong was gifted this staff when he finished training on a peculiar range of mountains located on the mainland (during a short "vacation" from his genin duties at age 18). There was a hermit upon these mountains who could control chakra at a level that Wukong had never seen, and Wukong begged the man to teach him how to do what he did. Due to Wukong's poor chakra control, the hermit simply (out of immense generosity) sealed half his chakra and half of Wukong's chakra within the staff he wielded. As a result, Wukong was given a weapon that held immense chakra that he could control by wielding the staff. It can extend to be lengths from 1-3 meters and augments his Doton ninjutsu.

For example, if Wukong swung his staff at the enemy and they dodged backwards, he could finish the swing and have his staff hit the ground. A second later, the force of the swing (that would have hit the target were he to have successfully made contact) erupts out of the ground from behind the target (it's invisible - just pure impact force, though some earth may explode upward).
Weakness: Lasts 3 seconds. Uses 5% of total chakra. Requires staff to be held. Must make contact with the ground. Any doton user can easily negate this by manipulating the ground from where the force would explode from. Description: This Jutsu combines Wukong's two primary abilities (shatter and gliding pole). Wukong caused a huge clutter of earth to erupt from the ground around him. Usually it ranges from 20-50 boulders of various sizes, and combined with the magnetic effect, they are left suspended in the air around him. Once this is done, he can control them as if he were a telekinetic user by making contact with them. He can whack them with his chakra infused staff to send them flying towards a target at great speed or use them as cover. It's as if his staff becomes a cattle prod, and he motions for the boulders to take position where he wishes. It last about twenty seconds before the boulders fall to the ground.
Weakness: 20% of chakra per use (varies upon intensity). If a lightning jutsu hit the polarized boulders, they would explode and anally penetrate Wukong. (I mean it would screw him over real bad).

Besides : Chuunins are student characters, unless you want him to lead a squad. Though I would go for specialized Jounin then.
1. ) I find the history a bit short. Mind to expand it a bit? I rather would want it a bit more expanded as it seems a a bit short. I ask this cause I know you can do so much better with your skill. ;)
2,) Bo Style • Shatter
Each weakness must be told and be clear. People need to be realistic with their characters and can't instantly know the weakness. Observant and intelligent characters may do some hypothesis and such, but that is about it.(I won't even go on sharingans or such that can predict/see through a jutsu)
Besides, a second is maybe too fast for an 'unpredictable' jutsu. I would go for three. Else it would become more like a whack-a-mole on a distance technique.
3.) Bo Style • Gliding Pole
Sounds more like a C ranked technique. Also, how fast does it allow him to go about and such?

I made it to where they don't explode. He just makes rocks fly out of the ground and he can shoot them at people or use them for weak cover. If I use it ICly, it won't be as strong as you think. It'll be C rank worthy.

History: Jin remember nothing past the day he woke up floating in a ice cold river in the Land of Water. He knew only three things: his name, his age, and his purpose. He was Jinkai Yuko, a nine year old academy student who would die defending his nation. Ever since the strange occurrence, Jin has been forced to live a very difficult life, as the orphans of the Mist village weren't the sad, lonely, and sympathy-attracting kids that they were put out to be. They were harsh, cold, and calculating individuals bred in the shadows of hatred and an overarching desire for revenge. But Jin was different. For starters, he had no idea why he was an orphan or how he even came into existence. Furthermore, he was naturally inclined to try to make friends due to his loneliness and lack of hatred. But despise his every effort, he failed to do so, as the other orphans were simply not friend-material.
Eventually Jin began questioning higher ups about his past, but even they had no idea where he came from and assumed he was merely an abandoned child of a nomadic family. Jin decided he would merely accept his fate and move on, since he still had a purpose to hold on to. He enrolled in the academy once again and began training from day one, managing to unlock his water element rather early.
