It's a lot like actual Medieval royalty. When the husband is off fighting the war, the most closely related female(usually the Queen) will handle the more political affairs. If Elisif is at the helm of that, I take pity on the future of Skyrim.

Ah don't worry about that. ;)
Jarl Balgruuf and others are available. The Queen isn't ruling alone.

What happened to Elisif?... Is she Giles wife? Did she disappear? Did she die??? Seriously, what happened???

Elisif might actually be ruling and governing, but The Dragonborn is the one dealing with military affairs, and thus, is actually the one ruling.
This role play is inspired by The Silent Hill video game and film series. Players will be anywhere from ordinary Housewives who have no combat experience all the way to Ex-Military hot shots who could wrestle crocodiles. Nothing powerful or supernatural is possessed by the players at first. The Town of Ashen Hill has been deserted since 1970. It was once a coal rich town, and somewhat of a boom town even after most of the coals companies shut down. It was ready to make a comeback as a more important little town before it was deserted forty years ago. It had several thousand residents living in the area, until the fires underneath the town started to burn, unleashing corrupting pollution into the streets and water supply, making it unsafe for occupation. Such a shame, it was so successful and vibrant for a town it's size. Legends suggest that the local coal mine is haunted, and that the entire town is actually haunted as well.

Today, only around sixteen inhabitants actually live in the outskirts of the town, where they have access to clean water and power. The are around two dozen more inhabitants of the town living in a small community just three miles outside the former town of Ashen Hill. In addition, there is a very large estate of the local "Richie Rich" as he is known. He lives with his wife, grown children, and three of his friends. Altogether, the census of Ashen Hill combined with it's immediate neighbors has counted up to barely more than one hundred inhabitants of the entire area, not counting the customers staying in the local motel. Ashen Hill and surrounding areas are currently receiving new neighbors, that's where you, the player, come in. More than a few houses are being built either in the community up north of the town it'self, and there are a few houses even being built in the actual town it'self.

You've been in town for four days. You are just having a normal day, minding your own business, when suddenly. . .

Meet Camilla. Former scourge of the West. She managed to discover a secret to prevent her body from aging into a decrepit state. She led an army of skeletons, ghouls and necromantic horrors. Unfortunately for her, but fortunately for the countryside, a daring hero put a strange green substance into her brew of immortality. After Camilla drank for the cauldron, she was physically superior than before. She noticed, however, that her memory began to fail. She began to act senile, and her empire was defeated easily without her leadership or control over minions. Her legend became nothing but a comical fairy tale, and as the years passed she began to be seen as a harmless, but maybe occasionally annoying pest, rather than a lethal horror she used to be.

She doesn't remember the vast majority of her extremely potent spells. She still knows how to make effective potions, and a few spells useful immediate use. Bandits once attacked her houseand attempted to kill her. She briefly remembered some of the spells she used to wield and scared the bandit horde to death, almost literally. She had one of them at her mercy with a dagger to his throat. She suddenly remembered she was making dinner and turned her back on him. As the criminal was about to stab her in the back, she turned around with a tray of cookies and bumped hard into him as she tried to offer him one.

He fell back and bashed his head hard on the master work furniture, knocking him senseless. When he came to, he had bad amnesia, and his wits were much less sharp than before. She has been taking care of Tom ever since the incident and he has been some sort of a dim witted body guard and house servant ever since.

Name: Camilla Rose
Age: Unknown.
Looks around 60 years old or late 50's.
At least thirteen centuries old, and probably more than that.
Description: A sort of powerful witch. She's senile, and sometimes more likely to offer the enemy cookies, cake, and tea with the latest gossip than to fry them to a crisp with a fire ball. She's technically extremely intelligent, but with her senility it's impossible to tell when she'll be effectively competent in her contribution to Dark Lord Steve's cause of evil. She really only joined so she could open up a kitchen in the Dark Tower.
History: As above.
Alignment: Formerly Neutral Evil, currently Lawful Neutral.
Anything you would like to add:
She's likely to occasionally remember certain spells, and maybe even start acting less senile, but it's unlikely she'll ever be completely normal, unless the plot demands it. Head trauma may occasionally unlock certain memories every now and then, and her constant brewing and cooking may occasionally allow her to cast a more powerful spell than usual every now and then. However, because she is constantly unable to remember her former glory as a witch, she might only be able to cast a really powerful spell once, twice, or perhaps three times at absolute best.
In her old days, she had enslaved ten families of dragons. (Mother, Father, and son/daughter), began conquering the world, easily raising an army of thousands upon thousands of goblins, slaying an Archmage in a magical duel, conquering the world's equal to Camelot, and even defeating the world's version of France, Scandinavia, Germany, Spain and the rest of Brittain, and Ireland in a great war. Finally a party of ten adventurers infiltrated the heart of her territory and their experienced thief and rogue, Dentin, contaminated her cauldron with the substance that is still responsible for Camilla's senility.
Are people following population guidelines. ?
There was an old man, dressed in a flannel shirt and jeans. He had a hunting rifle with him, but it was strapped to his back. The old man had dark green eyes and he appeared to be less than seventy years old, probably older than that, and he stood about five foot eleven inches. "Who I am is unimportant. I just wanted to tell you both. To stay out of the woods." The old man said. "If you want to live, you'd better stay out of the woods. There's nothing for you there."

Hey ActRaiserTheReturned, your Skyrim stands a little too unified. I have no problem with a united Skyrim in general, but there's bound to be resistance with an outlander on the throne.ps. I'm also looking for a co-GM right now, tell me if you're interested.

ah, no thanks. :D
Thank you though.

In the end it will be mostly up to you and I'm sure you'll keep it within the correct bounds. If it becomes a problem I'll bring it up again, but I'm sure you'll figure it out.I can make an official OOC tomorrow with a character sheet skeleton and start making this more final, we just need a few more people interested.

Thank you for your GM-ness. :D

I really like this character. However I think the one kink that needs working out is how she remembers "some of her old spells" basically when she needs to. It would be better to have some sort of "rule" or control on that instead of "Oh yeah I remember a spell for that." and suddenly doing it. Because then she's basically a regular witch.

She's not really like that. It was a one time plot based event.

But yeah, there may be triggers. Head trauma might be able to trigger it, As long as there's some sort of rule of funny she might remember a slightly stronger spell she usually has access too.
