Oh that was just the direction I would go. The bulk of him would be water release. The genjustu master would come later, other than things like demon hiding in mist technique and other genjustus that could be plausible for a genin to know.
I had an idea for a genjustu master who was a water release specialist (taken from my love of the second hokage)
