Her powers fall more in line with that of illegal spells, so I imagine they'd have recruited her under the table, and that her actual prowess with said spells was kept secret from anybody that wasn't already dabbling.

Besides a little iffyness on her powers, she looks pretty good. That being said, I've got plenty of measures in place to ensure magic from player characters doesn't get out of hand, so just don't be surprised if things don't work 100% when the situation calls for a dulled potency.
How did she actually come into contact with the Cleaners in the first place?

Sucker for that shit. I'll have to say though that any instances of human (not self) modification are unlikely to be something the Cleaners would allow amidst their ranks. A person turning other people into freakish creatures is about as nightmarish as it gets, so he'd be a target before he was a potential recruit for the Cleaners if he dabbled in human experimentation (and I find it highly unlikely anyone would be willing to be his test subject).
