Your profile says you’ve only been on RPG for around 50 days, so I’m assuming you’re new to role playing.

Generally speaking, characters in a setting like Worm can be made as powerful or as weak as the writer wants because Worm has a singular author. In a role play, every player is an author of a shared story. That means you have to be considerate of others. My character for example can completely negate your ability to even use powers, but she has to hit you with something first. She does this with forcefields, and since other people need to be able to use their powers in a team setting, I have to think about where she places these forcefields otherwise I can make it really unfun for the other writers.

This rp isn’t like canon Worm, whatever one character does affects other characters and the people who have to write for that character.
What you’re describing sounds more like teleportation, which we already have in the form of a character that makes prota
I think if the GMs say time powers are a no-go, it may just generally be a good idea to go back to the drawing board honestly.
As a general rule of thumb, anybody who has something around an 8 in any rating is bad news. If you're a 10+ you're more than likely on someone's hitlist or they're probably watching you closely. Anything higher than that is bordering on extinction-level stuff.

The numbers aren't about how powerful you are, but how much of a threat you are. Strangers are about hiding, so they're probably not gonna be able to level buildings with their stranger powers. How hard they are to deal with, etc. If that helps anything.

So upon reading characters it seems neither a cyborg/android nor an engineer is original as both have been done already lol

Okay character idea: Android on the run from shady circumstances who resorted to building scrap work tech to both fix up damage to their own body and fend off bounty hunters. I’m talking laser handguns that violate OSHA guidelines and sticking a microwave in a jumpship’s engine to make it fly faster.

TLDR his role on the ship is “bullshit engineer with a gun”

Well that gives me an idea, one of these constructs either had enough time after the last war to chill out and think about life, or died and now a ghost is puppeting its body. If the body gets destroyed, the ghost doesn't necessarily vanish, but it can't move depending on what happens. No legs means it has to drag itself. No head means it had to run around like a headless chicken looking for its head, etc.
