How should we do the fight with Giovanni?

I am just not sure how to write it in. It is what I intended to have Eevee evolve into. It would be a little cheep, but in theory do you think her affection with Tracy could trigger the evolution? Maybe a Fearow attacks Tracy being the catalyst that with the affection and a Fairy-type move cause it? (It would all be explained by Tracy)
