To be honest it sounds like something that would shift the focus of the RP too much-- what managing a cardinal in another nation. We don't need to follow the example of Europe that strongly. I like the idea of a failing Protectorate though that might seek to spread its power to the new world. Just as an idea. I RP for story, not to 'win'. The only way for it to be abused is for a majority of Cardinals and the Hierophant to all agree. And of course, a Cardinal isn't directly answerable go their leader

I'm extremely leery, as go-GM of allowing a player that kind of influence over, presumably, other PC and NPC nations. It seems quite abusable, regardless of the exact method, to be honest.

There will be a college of cardinals. Every nation is allowed to put forward a Cardinal who will uphold their ideas as a nation. There will be a vote, based on how individual piety, reputation of the national and a little bit of random chance.

Well, lol at the Papal States. For the longest time, they were the leaders of the biggest religion in Western Europe. If you want, it could be Autocephalous so more power is delegated to the individual nations
