I am thinking a character like Lagoon Boy, but Dolphin themed and female.
She would hail from Dolphtopia (I am open to name suggestions, FYI)

History:
Earth-10000: James Howlett never joined the Weapon X program. After World War 1 he didn’t return home to Canada. He joined Hercules in fighting crime and beating up monsters. One year on James’ birthday Hercules gifted him Adamantine and with the help of mystics had the Adamantine bonded to his bones. Hercules had an ulterior motive for gifting the Adamantine; he wanted to overthrow the malevolent dictator Ares. After a long a vicious & bloody war Hercules was named King of Olympus. Hercules named Artemis his successor and stepped down. As James was licking his wounds from the war he was plucked from his reality.
Earth-20000: Loki had only one goal in life to take over Asgard and kill Thor. After watching several contenders he decided upon the Hulk. On the day he decided to kidnap and take over Hulk’s body he arrived just in time to see Logan decapitate the Hulk. Loki kidnapped Logan, after putting him under a spell he had his bones covered in Uru. As Odin slept and the forces of Asgard fought all their enemies in a seemingly endless wave of attacks, Logan tore through the defenses in the back and killed Odin’s final line of defense Aldrif Odinsdottir & Balder Odinson. As Logan stood watch Loki killed Odin. As Logan was about to attack Thor he was plucked from his reality.
Earth-30000: A mad scientist kidnaps people at random from various realities, he kidnaps James Howlett & Logan from Earth-10000 & Earth-20000. Since he kidnapped them at the same time, when his machine materialized them into his reality it only had room one person so it remedied the situation by merging them into a single body.
Misc: He remembers both lives but has a hard time reconciling the two sets of memories. The Earth realaty numbers are made up, as verified by marvel.wikia.com/wiki/Multiverse/Unive..

Maybe a guy who finds a Legion ring, and moves under sea to become an under sea super dude, going by the name Super Sea Dude. (If the name Suer Sea Dude wasn't clue enough, I am joking.)

As for who I might play, no clue at all. Other than who/what has been on the various shows/movies don't know anything about the sea based ones.
Hm, well I can make a villain if I may throw my hat in. I'll give it some thought on how to make this appropriately themed.
You could go with inappropriately themed villian, that might be fun to see. No clue what that would look like.
Just no naked villians please, that is all kinds of wrong. It would be inappropriate though. LOL!
