Sure, ISPs elsewhere may not restrict the speed, but they will restrict the content. Americans will pay through the nose for the freedom of saying, doing and surfing whatever, while the rest of the world gets cheap internet that's censored. Even developed countries aren't excused, the UK has already set up a morality censor that you must opt-out of if you want to see porn or anything "objectionable" (defined, of course, by the government).
