Although if I want to grind my skills more efficiently, it'll take up level grinding...time" it was then that he had a thought "I wonder..." Mike pulled out his book on Pseudospace to look for any type of Pseudospace that accelerated time for those inside "if I could pull off the hyperbolic time chamber, that would make skill grinding much faster"

He doesn't have Naruto level charka capacity. I don't think that's possible without some kind of special Kekkei Genkai or being a Jinchurikin since the day you were born. I'd say that at most, Shinka has Chunin levels of chakra. As for chakra control; well, Sakura had good enough chakra control to complete the tree climbing exorcise in one try, despite the fact that we hadn't seen any indication that she had put any significant work into her chakra control. Am I saying that he's at Sakura's level? No. I'm just listing a cannon example of insane chakra control from someone without any kind of special power

Shinka is a ninjutsu specialist. He focused most of his training on improving his chakra control and capacity. Because of this, he's sub par at everything else. Think of him as a ninjutsu version of Lee.

Because there's only two Storm Release jutsu's, I'm going to to take a few creative liberties with how this chakra nature works. Since the wiki states that Storm Release is 'electricity which flow like water', I'm going to be working off of that

Known history and secrets: When he was just 4 years old, Shinka was brought to the land of snow by his dying mother. While she didn't last long after they reached Yuki, she was able to divulge a little information before her death; the Arashino were an independent clan, one that had the Storm Release Kekkei Genkai. A few months prior, their home had been attacked by an unknown group, and were completely wiped out, except for Shinka and his mother. While she was mortally wounded protecting him, she was able to stave off death with her skills in medical jutsu. While she wasn't able to save any of the clan's jutsu scrolls, she was able to retrieve one that detailed the nature of Storm Release. An 'idiot's guide to Storm Release' if you will. As it was the closest village, Shinka's mother brought him to Yuki, hoping that the village leaders would find her son's Kekkei Genkai valuable enough to take care of him. After being assured that Shinka would be able to stay in Yuki, she was able to finally die in peace.

After his mother died, Shinka was given a small apartment and had allowance just big enough to provide himself with food and clothes, under the condition that he enter the ninja academy when he came of age. Something that the four year old was just fine with (one could argue that borderline manipulation to have a 4 year old make that kind of decision. However the enthusiasm he showed during his training makes it a moot point; even if he didn't fully understand what he was getting into, he's still glad he did). During his early years, babysitting him was a common D rank mission. Not wanting to waste his mother's sacrifice, Shinka threw himself into his ninja training, focusing on his ninjutsu, in hopes restoring his clan's lost jutsu library. While this meant that his physical skills, he ended up top of his class in ninjutsu. In fact, he only barely passed the other portions of the graduation exam. What brought his average up was he excellent performance on the ninjutsu part of the test.

Personality: Shinka is a cheerful boy, driven by fulling what he believes to be his mother's dying wish of having him restore the clan (it wasn't, she just wanted her son to be safe). The complete destruction of his clans jutsu knowledge influenced his path as a ninja into ninjustsu specialization. Despite his goal of restoring his clan, his rather innocent mind hasn't seemed to grasp exactly what that would require. It also doesn't help that he's bashful around girls. A result of too many kunoichi making a game out of teasing him when he was younger, because according to them; he was adorable as a little kid.

He like to talk a lot during a fight, as it both helps him keep his cool, and has the chance of possible unnerving his opponent. As such, he's shown a natural aptitude for it, even going as far as winning a few taijutsu only sparing matches by making his opponent loose their composer and mess up. His preferred forms of mid fight banter include; small talk, trash talk, and criticizing his opponents trash talk. Despite that, he's not mean spirited, far from it. He's about as gentle as a ninja can afford to be
