Because the usual summoning requires a contract before you can actually do it. Of course, one way around this would be having the blood of someone who had a contract with said animals. Like if I gave Nagato summoning it can be assumed he would be able to summon toads, snakes and hawks via his blood connection to Naruto and Sasuke who both use summoning. Sasuke is of course, assumed to have signed contracts as he used summoning. Then Nagato would simply ask the species to sign the contract. So for you I'd say we have a few options. Find a contract while on a mission, meet someone with access to the species and contract, say one of his parents had a contract and he can now mimic. As long as it is plausible and actually possible I would allow the learning of the summoning technique. For now I'm going to leave the amount of Ryo and Ninja tools you possess up to you. However, I want you to keep track of it. nobody should have unlimited ninja tools. Unless you summon them like TenTen, but I'm pretty sure even she would run out if she could not replenish her inventory.

I understand,and it will probably be a while before he learns it but I will keep this in mind.

Nope he doesn't know that. Also like Zarkun I'm way behind with the anime/manga but since I have cared about spoilers (heck I didn't even care about knowing Snap would end up killing Dumbledore before the Halfblood Prince was out in the Netherlands) , I'm not going too now. Anyway I have added a description to Yakuya's appearance.

Yakuya has brown hair like his grandmother, while his black eyes clearly come his father. Like all Akimichi he is rather stocky at 5 foot 3 with a weight of 154 pounds. His skin color is darker than that of most people from Konohagakure but lighter than his mothers ( think about the same as Karui during part 2)

Other Clan Traits: The Akimichi have great physical strength and the ability to convert calories into Chakra.
Personality: Yakuya is friendly and easy going. Like his grandmother Chōchō he isn't at all embarrassed about his figure, and doesn't mind some friendly teasing. However he absolutely isn't someone you want to anger.
History: When Yakuya was five years old he ate some poisonous berries though his life was never in any danger, this still was the event that, combined with his Clan's big eater habits, led to his decision to make sure he would never have to worry about finding food while on missions. When he entered the Academy he easily made friends thanks to his personality. As for grades he was among the best when it came to strength based taijutsu his stamina was lacking though, and he was downright terrible at genjutsu, in everything else he was slightly below average.
