That is generally how most do it here. First they post Interest check, then an OoC where they describe the RP in more detail and provide a character sheet template, then the interested folks will post up characters and (hopefully) get them approved. Only then do most start the RP. But you can twist and change that however you will.

For the Coruscant stuff, there'll be just a few hours between the crash of the shuttle and the detonation of the charges that will blow it up. Its hard to say exactly, as Darth Malgus is the one doing it, and he ain't easily negotiated with.
In other words: don't drag things out too long. It would be a bother to have to go through CS process all over just because your character got himself/herself blown up.
