It depends on how we spin it. If the media presents it as "two rising prodigies granted early admission to elite military academy" instead of "government forces two kids into military," we'll be fine. Or you can change the ages on whatever records they have and we can avoid any blip on the radar.

Again, they're younger than the service standard. However, there is no hard limit to military academy if we permit an exception to the normal process.

We place them into a military academy and fast-track them into officer positions. However, we provide unrestricted access to training simulations so we can study their development and use the results for future projects. They never have to touch the battlefield.

Coheed: children have no place on the battlefield, regardless of abilities or otherwise. I will not have the blood and innocence of children on my hands. You're asking me to essentially sign their life away. I say we wait until they are elligible to serve before we move on with this. Take this to the rest of the council if you will, but I will not commit to this without good reasoning. Not only that, but I am putting my position as a Council Lead Member on the line for the sake of an illegal project by just handling these documents. You might've just cost me my job.

I'm not going to force you—but again, this isn't illegal and it would be better for them. The elder is 17, far from a child and the younger is far closer to an adult than most citizens are. However, I can see you are uncomfortable with this decision, so I'll offer an alternative.
