Depends on the person's skills. Some take years, some decades, some days.

And is repetition the best way to practice?
<Snipped quote by Etcetera>

Compared to where you were before? About one hundred to one.

More than enough time. How long does it take to master?
<Snipped quote by Etcetera>

Now comes the practice until you can do both techniques easily, quickly, and simultaneously. Jutsu are handy since as you master them, the need for hand seals goes away. So keep practicing the chidori and rasengan until you can form them instantly. It may take some time though, but luckily here time passes much more slowly than outside, so you have plenty of time.

How much more slowly?

Well done.

*Five minutes pass*

*Continues to keep my gaze locked onto the balloon*

If you can hold it for five minutes, we can move on to the next technique.

*Nods and maintains my gaze toward the balloon*

Well, you're managing so far. Let's see how long you can hold it. The technique doesn't require additional chakra to maintain, but you can still lose control of it if you aren't careful.

I'll try.

*Watches*

*Scrapes the edges of the balloon with the chakra*

You're almost there. Remember, the spin you gave to pop the ball was correct. You just need to maintain the same spin and force as you used there without popping the balloon.

*Increases the spin and slowly adds to the chakra*
