Perhaps. But Tier Five is objectively a very neutral System. If the Gears were to be unlocked at some other time, it could lead to a much worse System, or, the most likely case, permanent stalemate.

Only if it would have been sustainable otherwise. By collapsing the previous System and immediately restoring the Tier System, it prevents escalation into a greater conflict.

Ah, I may have neglected to mention that her resolve against me isn't unfounded. I had staged an ultimatum in order to limit the damage she might cause to my lab and to others. She had not taken well to failing her primary goal, and I had hoped that by allowing her to paint me as the villain, she might find an inspiration to live.
