Teen Titans: Rising Tide

In the mean time, if you see anything that you think is an issue with the RP in general or one of the other characters, now is that time that you can bring it forward, quietly and politely, to me through PM. I can't guarantee that I will make a change based solely on your suggestion/request, but I will listen and address your concern.

Titans of Earth

Bruce stepped off of the aircraft with less of a spring in his step than usual. He shook his head to clear it, and then pulled his mask over his head, checking that the respirator was tight. His air system was hooked up to his watch, and would activate automatically upon reaching times 4.7 NET. As he got his various systems in order, Vulcan dropped quite suddenly to street level, and started a comms check. Bruce heard him loud and clear, and Lamorak confirmed it as well. Half of Team Cobra started its way down the street, and Bruce walked to the edge of the building, looking at the alley between it and the next building. "Yeah," he muttered to himself, "I can clear that." He backed up and took a running start, leaping across and rolling on the other side. The members of the team who had no special powers to help transport themselves were trained for this sort of thing, and Bruce in particular had very stringent athletic standards place upon him by their overseers, as his power relied very heavily on his ability to move quickly.

"Engineer," he spoke over the comm, "Let's keep up. Vulcan, Stitches, slow down a bit so the rest of Team Cobra can catch up. We don't want to split any further than we already are."

Nathan called in to mention some potential trailers on him and Stitches. It seemed a bit early for that, but Bruce thought it best to take a look. "Engineer, take a look at that. Make sure we aren't being stalked already."

Little Brother

Name: William "Billy" Bishop
Alias: Little Brother/Bro

Gender: Male

Age: 16

Height: 5'9"
Weight: 120
Build: Lithe. Not without muscle, but he's obviously built to move quickly.

Appearance: Brown hair and hazel eyes set in a handsome, if somewhat battered face. His nose is slightly skewed to the left, and he has a few scars visibly in evidence. On a more temporary basis his face is often bruised. The rest of his body looks worse, but it's not like he shows it off. The only other marks visible while he's fully clothed are a series of scars on his left arm that move in an odd spiral down his arm.

Apparel/Costume: In the normal world, Billy dresses like your average teenager. Jeans, rebellious T-Shirt, stylish shoes, the works.

His costume at work is slightly more functional. The main part of his costume is a bodysuit he found at the Tower, he doesn't actually know what it's made out of(he doesn't know it, but it's an early version of Nightwing's suit). He has hardened armor on his elbows and knees as well as his knuckles, to protect him when striking his opponents.
His face is covered by a pair of modified ski goggles, the really expensive ones with the built in heads up display. The programming has been altered to provide local area mapping in both rural and urban environments.
He carries a utility knife on the front of his belt, and a collapsible staff that rests horizontally across the back of his waist. Also on his belt is a spool of carbon fiber wire, used for combat and as a tool for various situations, and one of Robin's old grappling guns.
His body suit is covered in a gray hooded cloak, which is fastened with snaps that can be easily released so he can open up his cloak and use it as a makeshift parachute to slow his falls.

Powers and Abilities: No actual powers. He has, however, trained his body well with vigorous exercise and rigorous physical conditioning.

Skills: Some would think that he's so scarred because he's bad at what he does. Well, it could be pointed out to them that most of those scars are old, and his time of ineptitude turned into experience. Each scar is a mistake that he's learned from.
Little Brother never had any formal training of any kind. He practiced sparring with his older brother, and he's had loads of practice to polish off his skill through four years of crime fighting. His fighting style was forged through his first instinct of flight over fight, and he tends to dodge and avoid damage through superior agility and mobility. That doesn't mean he hasn't learned to hit hard, though.
He's also well practiced in parkour, and is exceptional at climbing in general. He's had no particular training in stealth, but over the years he's gotten better at sneaking.

Personality: Of the two, Billy was always the more... cautious brother. The whole crime fighting thing was certainly no idea of his. But he was a devoted brother, and Mark Bishop was quite serious about it so he went along. Billy spent the first year in something like constant terror, always trying to convince his brother to turn back and go home. As time went on, he got used to it. Though he was still of the general opinion that vigilantism was retarded, he became a loyal sidekick, just to avoid letting his brother down.

Since Mark's death he's become a lot more serious, and indeed a lot more violent. His grief manifested itself in anger, directed mostly towards the criminal element, but still partially towards himself. He's always made mistakes, but now he's harsh and self abusive about them. Any moment where he was too weak, he'll work himself into the ground to make himself stronger.

History: Billy Bishop's parents died when he was eleven, robbed and shot in our nation's beautiful capitol. He was left to be taken care of by his older brother Mark, who was an engineering student at Virginia Tech. Within a year, Mark revealed his brilliant(ly crazy) plan to make DC a safer place. Billy went along with it, because he was twelve and his brother obviously knew what he was doing, right?
The two were hilariously bad at it, at least at first. But they persisted, they persevered and their skills were developed through harsh losses and the confidence they gained from their few victories.
Mark designed their suits and gear himself, and as they gained notoriety their equipment got better, and so did their skills.
In their third year of this insanity they were actually an established and mildly respected team. Mark's name, Big Brother, spoke of a force that saw you when you did wrong. It also inspired some paranoia, but they were largely considered a good thing in the city.

One day they were trailing a lead that they believed to be some kind of mob connection. They had in mind to shut down this branch of the organization, but things went sour and the pair was spotted and captured.
They were beaten, laughed at, and obviously of no use and therefore not to be kept around. In a feat of daring(and possible stupidity, but touching nonetheless) Big Brother managed to free Little Brother, and sent him on his way. Billy escaped, with the vague idea that Mark would be behind him. He wasn't. A few days later, Billy was called to a morgue to identify Mark's body. It had been found in the Potomac.

Teen Titans: Rising Tide

Three years after the events of the show, the Teen Titans started going their separate ways, having grown out of the team. They left the tower as a reminder to the criminals of Jump City that the city didn't go unwatched. In fact, the tower only stayed empty for two years before Little Brother, a young hero known only in Washington D.C. moved in and took it over as a base of operations. The newly occupied tower attracted other young heroes, and before long there was a team watching over Jump City again.

Villains

Wave Crasher: Banished from Atlantis, the being once known as Zur Dan is despised throughout most of the Atlantic, and has moved instead to the Pacific. He makes his home somewhere on the coast near Jump City, and has gathered other misfits and outcasts to him, forming a sort of criminal family.
Zur Dan is humanoid, but aquatic. His skin is scaled, and his limbs flexible. His face is framed with fins, tattered from fights. He can contort and compress his body, and change the color of his skin, making him a phenomenal escape artist and infiltrator.
His powers include a control of water, communication with sea creatures(has a particular affinity for invertebrates), and a toxic ink he can spray.

Caracal: Zur Dan's right hand, Caracal is a girl in her early teens, of unknown, but presumably Arabic descent. She is small and thin, and uses agility to her advantage. Caracal doesn't seem to have any powers, but is exceedingly skilled in bladed and hand to hand combat. She wears no mask and makes no attempt to hide her face.

Tank: Hank Mitchels, ten feet tall and bulletproof. Served a year in the Army coming out of high school, but was dishonorably discharged for undisclosed reasons. Escaped court marshal by fleeing and joining the criminal underworld. Powers seem to be basic super strength and durability.

Torch: Mikey Black grew up on the streets, and after discovering his power became a pyro for hire to try to move up in the world. Kid of about fifteen, has short range pyrokinetic powers, and is capable of concentrating his flames into the intensity of a welding torch.

Blur: Bruce Bailey, known street racer. Athletic build, blond hair, blue eyes. Can desynchronize his own temporal field, slowing or speeding up his experience of time. Allows a slight "super speed" effect, but largely he uses it to get the better of inferior drivers at high speed.

Spore: Unknown real name, female. Her body is capable of harboring and nurturing plant and fungus life, which becomes an extension of her nervous system.

Gangs

Rising Tide: The name of the gang that Zur Dan runs. Anyone whatsoever is welcomed upon passing an initiation, so the gang is filled with the kinds of people who would be less desirable in other organizations. Though there are exceptions, the majority of members are visibly non- or meta-human. They are hostile to strangers, and show disdain for "normal" people. Their crimes include robberies, vandalism, sabotage, and the occasional murder. Their MO is usually a large group appearing out of nowhere and utilizing brute force. They will then flee to the sea, which may as well belong to Wave Crasher these days.

Hive Academy: Though under new leadership, the Hive Academy still exists, and has the same goal of training up and coming super villains. In contrast to the Rising Tide, their methods are more careful and subtle. Their crimes, more deadly.

The Tower

The Titans Tower is more or less how we last saw it in the cartoon. The main addition is a small army of droid pods, created by Cyborg to maintain the tower. They have kept the Tower and its facilities in decent repair in the absence of the Titans.

The garage is a large basement space underneath the tower, and expands beyond the base of the tower.
Cyborg's car(though upon inspection it seems to be complete and in running order, it refuses to start at present).
Robin's motorcycle.
Beast Boy's moped.
Little Brother's Honda Civic. Though it looks like an old junk car with a sprayed on paint job, everything under the hood is solid and well maintained. It's a two door hatchback, and has been sprayed gray with yellow stripes.
Big Brother's motorcycle: A Honda GL 1100, like Little Brother's car, it's well maintained, and spray painted, though this one is gray and blue. The radio has been replaced with a police scanner, and the engine has been given every conceivable boost to speed. Though this sits in the garage and Little Brother keeps it maintained, nobody actually uses it.
Kira's ship.
The remains of the T-Ship, which was destroyed on one of the original team's last mission, and never rebuilt.

Their trophy room, containing things acquired from villains defeated.

Vance: Well I have the minimum I wanted. I'm busy tonight and tomorrow I'm afraid, but by Monday I should have an OOC and possibly an IC as well.

Scratch that, I'm just going to go ahead and make an OOC thread right now. Then I just have to worry about the IC come monday.

All good, Vance. Though, since I already didn't have a problem with the power you'd have to do something pretty crazy with the history for me to deny the character.
