Maybe powers are "bestowed" by spirits/gods/whatever you would call these otherworldly beings. They are there from birth, or early childhood at least. But most people never learn where their magic comes from. Some people do, and seek to please the spirits in question, thus giving you covens who have staunch religious beliefs, but also covens and individuals who have no particular beliefs at all.

The traditional idea(European/colonial American, anyway) is that witchcraft is done by making pacts with devils, so this would sort of resonate with the old lore, though with a sort of tweak.
I also have a few more questions:

Are witchy powers genetic, or acquired?(If the latter, how?)

Is there any overarching witch culture, or is it dependent on the coven?

In the midst of murder, dragons, and imperial intrigue, two childhood friends waded half naked through the shallows of a river, collecting fish and stealing glances at each other.

"If you want to talk snakes you should see the boulder snakes on the road to Dras Leona. About as thin as my little finger, and long as my forearm if they're lucky. Poisonous, but more painful than deadly. They hide in cracks in stones, you have to be careful where you think looks like a good seat, or else your pa is gonna pucker his lips on your arse to get the poison out," he laughed, "That's my experience of snakes, anyway. Do you think this is enough? I have no frame of reference for how much a baby dragon eats."

Rona was an industrious fisher, apparently, there were still more to collect, even as both boys were laden with stuffed baskets. Alph supposed that the flood had helped to fill the traps.

"Getting back across will be an ordeal, though."

And it was. Encumbered as they were, it was harder going. Again, Alph gave himself some room to drift and started upriver of his destination, but this time he had baskets tied haphazardly to his arms and came out of the river even further downstream and had to walk back to where they had stashed their clothes.

He put the baskets down and shook himself as dry as possible before dressing.
Sharp eyed RPers may have noticed that I did not post.

What sort of power level are the witches, and how do their powers work? Are there hard rules to what magic can and can't do?

Are we going to see "White Witches" who work for the government to hunt down the others?
It makes sense since she's got the NPC that's helping us escape, and she set up the rendezvous.

I'll post tomorrow if she hasn't, I wanted to wait, but if I need to I'll go next.
But you can only scry something you've seen, no? I would think Galby is kind of gimped by having not been out and about in a while.
I think it would be more fun if he didn't, to account for our characters using varied weapons.

We could decide OOC what we mean for our characters to use, and just have that be what is available. Because if there was a sword for everyone it would make the most sense that everyone used that(teaching one weapon to a bunch of people is less work).

But I might be overthinking things.
