The year is 2008, and war is about to start waging across the cosmos. Earth is divided, the United States Government has passed the Superhuman Registration Act, and Steve Rogers (Captain America) seeks freedom while Tony Stark (Iron Man) seeks to pass the 50 States Initiative. Superheros and Supervillains take sides, with some Supervillains siding with the government to hunt down Superheroes.
Meanwhile, the Phoenix has been spotted in the Solar System circling the Sun. The X-Men want Hope Summers to be possessed by the Phoenix Force in order to bring back the mutant population that was wrecked by Scarlet Witch. The current government based Avengers led by Tony Stark know this, and are planning to intervene. Earth is preparing for an Ultimate War on all fronts
You can join Captain America, Iron Man, The X-Men or just be independent. You can be a existing character, a different person with the same title as an existing character, or a brand new original character altogether. I'll be looking for a Co-GM who is knowledgeable on the Marvel Universe to further expand the RP and help drop knowledge of these two events.

@Burning Kitty Experience means how long your character has been using his powers, that along with powers and weaknesses should be an indicator of how powerful you are

@Burning Kitty The X-Men where doing their own thing and staying neutral in Civil War but in this time the Avengers/X-Men war will take place around the same time.

@Avanhelsing I was thinking I might add the Avengers vs Xmen war into this and further expand the war. IIRC the X-Men took a neutral stance in the Civil War.
@Avanhelsing Are you familiar with the Civil War and War of Kings events? This is basically the two wars made into one for a giant galactic war. I'll expand the plot to include Cosmic/Supernatural Entities like gods, Asgardians and etc.
