Historically, most of them lived in Land Of Waves, which is where Haku came from. Only Ice Release Users we saw were Haku. :3 People in the Naruto Movie used Snow Release, I think they called it.

Should we worth noting that Advanced Chakra Natures are not clan based. Only more common in certain clans. Yuki clan, for instance, Haku's clan. Their bloodline limit isn't Ice Release, as people outside of their clan can have it as well, but rather the ice mirror technique and that "Style" of Ice Justu.

Biggest thing that is in favor of what I'm saying is Hashirama Senju. He's the only wood user, no other Senju can do wood release, their KG is rather increased vitality and chakra pool, like the Uzumakis.

It's all to say that you can make anyone from any village, anywhere in the world with any elemental release. Of course, in some places certain genes would be more common. Kekkei Tota's (3 Elemental Advanced Natures, like Dust.) Are incredibly rare and equally powerful as it is rare.

Now, if that's what Partisan and Knight decides to go with, I do not know. But that's the explanation that makes the most sense, in my opinion.

Known history and secrets:
Comes from a long line of messengers. His family are people of fleet feet, not of sharp swords. The Kazeno clan are spread out into almost every village and are used as messngers between villages, due to their excellent speed and quick thinking. Marco immigrated to the Land Of Snow after a falling out with his family back home in the land of fire a couple of years ago, where he had no training at the Academy, and instead joined the Academy in the Hidden Snow Village. He's showed to be an excellent swordsman and has already earned quite some fame.

His swordsmanship is unlike that of most shinobi, especially Genin. It's uncertain where he received his training in the art.

The Senpuu: Senpuu makes the user's muscles tense up, their chakra flow much quicker and their eyes turn cyan, sharply increasing their reflexes, reaction times and strength, especially in their legs. A Kazeno using Senpuu is twice as fast as he is usually. The technique also quickly closes up wounds temporarily, giving a user of the KG a chance to either end a fight, or retreat without being restrained by previous wounds.

Description:
The Swordstyle Marco utilizes. Relies on gracious swift strikes and stylish counterattacks. Seeing what your opponent is capable off and then capitalizing on their weaknesses. Special items:
Eyepatch: While Marco isn't blind, he is very light sensitive and has a nasty burnscar on his right eye from an accident when he was little, the eyepatch is made out of a special fabric that makes the patch work more like a pair of sunglasses, rather than completely sealing his sight shut.
