Keep it SFW if you can regarding Hibiki, but an almost-anthro is on the right track. Nigal would face some competition from Team Galactic to the point of the poachers being rivals with them.

In regards to Galar, there would probably be some field operatives working under Nigal to round up some ideal Pokémon in addition to the Yitargo Clan that Shiranui sees as rivals to defeat.
