Cause the closest thing you got to hitting something outside of your gravity well with nukes would most likely be an Interplanetary Missile. Which, is really only used for bombarding other planets.

So, other nations might take that as an act of war. It's like America and Russia with their nukes! Mutual assured destruction! Large countries(nations) are afraid to fire nukes because of other countries possibly causing equal destruction, while small countries are afraid of pissing off larger ones and inciting a missile to the face~
