Change his background as part of republic city or water tribe. We got enough fire nation as it is.
Let me sum it up:
Kio you still have fire regardless of having lightning. So you're basically a firebender with lightning.
Sakura is not in the world leaders meeting since she's just going to be bored so she's allowed to roam free and she's at the dojo with her aunt right now.
I edited things out too since it can ruin the lore we all love.

15 years ago, the five nations faced a calamity known today as the dark spirit of destruction. Millions have died and thousands lost their families. I lost my sister that day too. The world was plunged into an absolute dictatorship, governed by the “Dark Avatar”. Future Industries commercialized the future, shaping the world into what it is today. Balance has been tampered with as the Avatar, master of all four elements, disappeared. The faith of the people is shaken. Values and spirituality are tainted, the world twisted without its rightful Avatar. Although there is no Avatar, the world is better of without him; the Dark Avatar is the unseen messiah and made believe to everyone that his reign makes the world a better place by the Red Lotus.
State of the World Address
Balance is needed to keep the nations in harmony. Regardless, there is always change, for better or for worst. Indifference and discrimination happened as neophyte peoples sever ties from their forefathers.
Countless revolution armies formed. The ONYX are a group of benders and non bender. The rebel group led by Rin, the Sky Maiden, renowned assassin and airbender constantly at odds with the Emperor’s designs, despite all his efforts. While all this unrest boils on the mainland, the games of diplomacy turn more and more deadly as the eyes of the world turn to the Fire Nation, even now accusing whispers of revolution or support for a false avatar simmer in the halls of power.
Curfew
Lock your doors and keep to yourself. In the aftermath of the Emperor’s ascension and the troubling times ahead, the world is under martial law. Soldiers prowl the centers of civilization, ruling over the reluctant populace with terror and violence, dissidents disappearing rather than becoming martyrs. Only the Fire Nation is not haunted by the specter of the Emperor’s ‘peacekeepers’, though nowhere can escape his long reach forever.

People were brainwashed and proclaiming that was wrong now right, meaning twisted beliefs implemented by the Dark Avatar and his laws. A summit is held in Republic City for the most powerful people in the world, coming together to address the growing threats to the new regime. In the shadows, the Emperor’s Intelligence service prowls, seeking out the suspicious or seditious and removing them without a trace, fighting a successful but ultimately hopeless battle against the spreading ideas of partisan action.

September 5 795 A.G , Soon to be Lunchtime.
A bright day awaits us all. Regardless of our actions, what purpose do they serve? We often ask ourselves why are we here? Who are we and what do we want? Ever said by Iroh the Dragon of the West. Is our purpose ours? or is it someone else destiny imposed on us?
Republic City, the capital of the world and the most hi-tech and modern city along the earth kingdom. Founded by Avatar Aang and Firelord Zuko, it still remains prosperous. What lies in this modern city? A journey of course. A journey that is yet to take place for the individuals that is to set their foot on the pro bending match that is about to take place in few hours.
Meanwhile, at the exclusive penthouse of the Firelord world leaders gather. Princesses Sunye and Sakura are training in the dojo. It is clear that the reason of the presence of the Firelord’s daughter and midwife is to be present is for such an important meeting. The Firelord, however is reluctant to have her daughter footloose again, hence Princess Sunye’s to letting her and Princess Sakura relax and do whatever they please while the second born replaces them for the meeting.

"Let's take a break for now, have some tea. It helps calm the mind, the next step of your training will be an advanced set, need not worry Princess Sakura. Sometimes looking deep inward can cause the mind to be stressed. LET'S GO OUT THERE AND HAVE SOME FUN! Maybe we can go shopping, go to some beauty parlor, or watch this probending match, maybe we could join too!" The older princess seems to have her guard down, will it be called a break or not?

Sentou Uchiha
The teleporter girl is trapped this time for good. Inside the crystal it was so dark; Sentou deduced that Mira needed light to know where she's going and teleport. Deducing that fact, it all makes sense considering Mira the Pirate Teleporter always look up above on the ship and desire her spot, her power is instantaneous teleportation and it was difficult to deal with but its flaw was light, if there is no source of light she is completely useless and her ability is no longer a problem. Sentou is smiling, "Right." This time it is different. They will take down the pirate captain no matter what. Numerous Chidori Gungnir emerged from the ground. Pirate Captain dodges it along with Shin's attack and Sentou quickly appears behind the pirate but she was strangled. Sentou couldn't breathe properly and then she died. "You ninja always have a tendency of underestimating people."
Cutting to Mia, "Well, you people should thank us Uchiha for establishing the first ninja village. Without us, the world will not be in order because other villages followed the system. Plus, I already know your defeat. To me you've been defeated for centuries." Mia gets up and traps the pirate girl into a dreadful illusion with her sharingan. It was a sharingan coercion that overpowers the pirate archer and Mia ends her with a combined attack with her cat. "Let's do this!" Wind is summoned through the cat's wings, "Katon: Ryuuenhouka no jutsu!" Powered by the wind, ginormous big dragon flames devour the pirate archer and her body was burned and defeated.
"No matter how good a shinobi is they will always be a 3rd rate in the eyes of the Uchiha. Don't ever underestimate an Uchiha!"

“And to think I thought you couldn’t get any uglier,” Rin said, her disrespectful tone at an all-time high.
She was not impressed one bit by the Owl Lady’s transformation. For one, there wasn’t anything flattering about the way she looked. Owls were by far the ugliest of the bird family and even more so in all of the animal kingdom. And the appearance that Owl Lady took when her cursed seal took complete control made her even less attractive than she already was. Even Rin thought that wasn’t possible, and yet here she was proven wrong.
As Rin poised herself for an attack, she felt the ground beneath her shake and some kind of Ice Temple rose from the ground. Rin was more annoyed by the sudden shift in the ground than she was from the appearance of the temple. It was made of ice, so at least Rin was in her element with the temple. ”You just signed your own death warrant, hag.”.” Rin smirked as her legs took off to a sprint, her little, lean body gaining footage as she closed the gap between her and Owl Lady. Rin stepped from her left foot and drove her right knee into the Owl Lady’s gut. The sudden force would cause a bending over motion, in which Rin took advantage of with a straight right jab to the nose. The amount of force would send her backwards a few paces.
"Nice try kid." She didn't feel any pain, but same old as always, her feet is enlarged so as her wings, the owl lady waved her wings as she release raw winds from it. It would send the ice girl backwards. "GGRROOOAAHHH!!!" She releases a soundwave of scream from her mouth, which shatters the rocks around her but it did nothing to the mysterious ice as the mysterious ice is still left the same.
Rin was in trouble. Being so close to the Owl Lady when she unleashed a sound wave sent Rin flipping backwards away from Owl Lady. By the time her body flipped three times, Rin found herself skidding on the ground, the cold ice of the temple slicing some parts of her right knee as she did so. Not wasting any time, Rin ran back towards Owl Lady as she weaved hand signs. She then took a jump into the air, chakra propelling her higher than a normal jump would. “Water Release: Water Clone Jutsu!” Rin shouted as a clone appeared beside her.
As they were both midair, they darted in opposite directions of each other, landing on the ground only three paces away from the Owl Lady. Each of them gathered chakra into their mouth and inhaled as they quickly weaved four hand signs.
“Water Release: Water Gun Jutsu” The Water Clone yelled as a stream of chakra-infused water was shot from her mouth.
“Wind Release: Great Breakthrough Jutsu!” the Original Rin shouted as a gust of wind came from her mouth.
The combination of the two attacks coming from both sides would prove to be a difficult situation for the Owl Lady as both were coming in pretty fast. Even she wouldn’t be able to dodge both of them.
"Hahaha. Normal ninjutsu like that have no effect on me brat!" She flaps her wings faster than before and repel the Ice Minx attack. "NOW THEN! HOW ABOUT I GIVE YOU A SCREAM!" She flaps her wings in the same pace and releases an excruciating soundwave from her beak. It is like listening to malfunctioning tunes.
Normal ninjutsu huh? Fine, let’s try something else.
When Rin’s attack was deflected and the Water Clone she had summoned had been destroyed, the Owl Lady went on to produce an ear-piercing scream. Just before it would reach Rin, however, she started to weave hand signs. “Ice Release: Jagged Ice Wall!” Rin yelled as she slammed her hands on the ground and up came a wall of ice with spikes at all points. The wall deflected Rin’s ears from the scream, rendering the attack useless.
As Rin would scale the five-foot wall she created, she would weave even more hand signs. Her head was pointed down and she would use another jutsu, “Ice Release: Shards of Ice!” She shouted as she placed her hands on the wall, which was overflowing with ice chakra. Before she knew it, Rin’s hands were covered extensively with Ice chakra. As she pointed them at the Owl Lady, Rin shot a seemingly endless supply of ice shards at her. Based on how many were firing per minute, Rin would be able to keep the pace up as long as the wall of ice stood, which would be a while if Rin could keep the Owl Lady away . Each time Owl Lady would try to fly, Rin’s hands would follow her. Rin wouldn’t let her get any form of offense going without shards of ice keeping her company.
Owl Lady constantly flies but as the ice hits her, she laughs it off. "Hahaahahaha! I already told you, ninjutsu doesn't work on me. Ice? You seriously think ice is gonna stop me?!" She flew towards the ice minx with her feather spam to counter what ice techniques Rin will throw. "GRROOOAAHHHH!!!!!!!!!!!" She releases her scream towards her.
Even the ice wasn’t working. Rin really was exhausting her own chakra supply running through ideas of what to do that could harm the Owl Lady. First she tried her futon and suiton techniques, but they didn’t have effect on her. Then, Rin tried her Kekkei Genkai and that didn’t work. Even Taijutsu didn’t seem to have any effect anymore. Rin really was running out of options and it was getting to her, even as she saw Owl Lady come at her with that Feather Spam.
“Fuck it,” Rin said.
Throwing all caution into the wind, Rin ran along the wall, getting to at least the side of the wall and jumped off the side of it, completely cutting her ice shard jutsu off when she left the wall. Then, without any notice or warning, Rin threw a kunai knife with a paper bomb attached to the bottom at the Owl Lady. It was a great move on Rin’s part since, even if the Owl Lady would be able to deflect it or notice it, the position Owl Lady was in, she would be caught in at least some part of the blast radius. At least that’s what Rin hoped would happen.
The owl lady didn't have much time to react to the Kunai and pretty much it is bright as a day, her senses aren't made for the day because owls are for the night. The kunai exploded and the mysterious as well. After that blast, wounds were visible as well as blood from the owl lady. "OH YOU THINK THAT HURT!" She soar fast and releases her usual scream. "It is futile brat! Ninjutsu, Taijutsu, whatever jutsu won't work on me! FUCK GENJUTSU if you can't even CATCH YOUR PREY! GGRROAAAHHHH!!" She screams one more time.
At that moment, Sentou breaks free from the Pirate Captain's illusion, shattering the very image that looks like her death. "WHAT?! Impossible, she crushed her eyes?!" The Pirate Captain can't fathom what have just happened, which leads to her defeat.
Sentou snaps her fingers which in thin air releases lightning infused coins. "There's more." Pirate Captain dodges it but still got electrocuted and her leg got pierced by coins but evaded it at the last minute. Sentou continuously snap her fingers which manipulates the lightning release infused coins and rains a barrage of them. Afterimages are also spawned and she runs with her eyes close as she follows the sound of her phone rigged underneath the captain's foothold which is the basement, Sentou successfully follows the sound. "Here. Chidori." Right to the chest but Sentou have avoided the Pirate Captain's vital organs. The Captain is defeated.
She opened her eyes but it is still hurting, she could barely see. "Shin, let's go help Rin." Even with her condition, she still insist on helping others.
