This Creed should give a good idea how far they will go.
Civilians will have SOME say in matters, but really as experts and mission needs. But if command says they are not expendable - you will have to make the decisions regarding risk. If they get unruly ... well, the mission success comes first.

In other words - Boots on the ground get to determine how it goes down. This is why I prefer the military be Players. I DO have a gunnery sergeant I plan to use. He is VERY young for his rank, but earned every bit of it. His nickname is "Airsoft." He made the mistake of admitting he had played the game during his FR training.

The OTHER positions are a couple of civilians. One is the Gunnery sergeant's younger brother and wife. They are fully competent though. The brother is a former marine who tried to make it through FR training and didn't make it. He became a mercenary asset for the CIA. He was just not the hero's hero that most force recon are. His main asset was his brains.

Early missions will be purely recon with few civilians in tow. The main missions will be to locate human survivors and see what has become of civilization. Side missions will include CBR type samples of the ecology to see how the war affected things.

The early missions are pretty self explanatory as the teams will soon discover signs of civilization.

Edit: Mostly I ant to keep my mucking by CO's to a minimum. Unless there are incidents with misbehavior, of course. (Like some civilian whining ... then maybe a review board later).

The civilians should be professionals. They would be the sort of people you'd collect as experts in TV shows like Threshold, or movies like Andromeda Strain or Arrival. They didn't quite get the best as they had other factors as well, like age and sex ratio. (It turns out that 50 people is the dead minimum to restart civilization.)

I am not dead set of the number 50 either. But they had to be fast. Even in 2019 we are close to fielding hypersonic ICBM's. This is the reason they collected everyone as soon as it looked like the war would go hot.

Long ago (2037) a reign of nuclear bombs obliterated civilization in a few minutes of blazing horror. It was the end of the world - Doomsday - Skydark. With the first nuclear explosion, the tissue thin tapestry of civilization was ripped apart. The rule of law was replaced overnight with the somber draconian edict of survival of the fittest. Cannibals hunted prey. Cold hearts brutally raided farms. And slavers seized anybody they could as chattel. Electricity was seldom seen. Starvation universal. Rape a daily event. Death the only known means of escape. -paraphrased from James Axler’s Deathlands series intro.

Those were the early days after Skydark. A long time has passed since those dark days and slowly mankind has begun to rise from this dark age. But we have yet a very long way to go. Noone is really sure just how many years have passed since that dark time. But with the fall of civilization humans reverted to older ways of life.

This is the story of an enclave that collected their survivors at their survival bunker just hours before Skydark. The last thing the survivors saw of the surface world in the 21st century were the nuclear mushroom clouds toward Atlanta and Chattanooga. Then their military personnel ordered them down below to secure them for the long sleep of cryogenic suspension.

The style of this RP will be military, with civilian experts. The overall mission is to first run surveillance on survivors, then establish contact, and finally begin restoration of civilization. As one might expect there will be some massive hurdles. First, your supplies are not unlimited. Second, you don’t live forever. The survivors have begun to develop their own civilization and may not like having the status quo interrupted.

Bunker Specs - We will be using a modified Aristocrat bunker.

Many of the variations are bases on technological advances. For example:
The bunker has two 100 MW fusion power plants.
There are as many cryogenic suspension chambers as there are bunks - plus two temporary ones in the sick bay, simple enough for any medtech to use to keep a patient preserved until a real doctor can treat them.

Bunker Personnel will consist of:

USMC Force Recon Platoon (Deep Recon) (23 men - 90% male)

Navy Special Amphibious Reconnaissance Corpsman (SARC)

Criteria for these people will be based partly on those of the Andromeda Strain crew. Their skills should be aimed at the ability to rebuild civilization. They will have to deal with an NBR environment, possible countercultures, etc. They will have to be able to find mineral resources, analyze data, etc.

Note: I am NOT running a Fallout RP here. Please don’t ask about powered armor, etc. I am listing some advances. It had been 18 years after all. But Fallout is based on a war that starts 40 years later that in this RP. In all honesty, even the lighter gear present in the Enclave will be OP compared to the primitive technology available to those who have survived outside the bunkers. Think bows and arrows, musketeer era, and very rarely Civil War era as being their limits.

While listed as a Casual RP, I am looking for 2-3 paragraphs for general posts. Conversations, I do expect posts to shorten. But please no one liners. Leave people something to respond to.

This is the rags to riches story of a lottery winner. One day he is living out of his pickup after being evicted because his old roommate couldn’t pay their half of the rent. His pickup is in need of repairs as his job barely makes enough to pay off the loan sharks he borrowed from to buy it. He’s gotten by working as a handyman - doing whatever he has to to pay the bills - plus the occasional scratch ticket, bets on races, or even a lottery ticket. He isn’t a subsistence gambler or anything. And he always paid his bills. But after his roommate bailed on him, he was left out on the cold.

Poor as he has been, he’s always been on good terms with people on the streets - who offer him all sorts of advice - about money, jobs, whatever. And he listens. He’s been known to use ‘extra’ money to buy a little extra food for the occasional kid living on the street. (He’s been there.)

He doesn’t look like much. He can’t afford a decent haircut most of the time. His diet is questionable. He eats to keep enough calories in him to work. But he looks like he’d clean up nice - though he’ll probably never shake the bad boy look.

One day this Sin City Kid, wins big. Suddenly he has way more money than he knows what to do with. But he is savvy. Realizing he doesn’t know what to do, he consults the “experts.” He goes to the internet and does a little research. Turns out he has a little time and does the smart thing. He follows any of the advice that makes sense.

Your Character
You live in Sin City - Las Vegas. You are single and unattached - unless you count him. Maybe he is a regular at some diner you work at. Maybe you are the actress wannabe whose life is going nowhere. Maybe you are a nurse who he has been in to see after being roughed up a few times. Or the one who was being harassed by some Ex who wouldn’t take no for an answer. Or maybe he does yard work at your home of apartment complex. Most people see him as a sort of poison - a guy who will drag you down with him. And they might have been right. But his heart always seems to be in the right place. But you do have a relationship. (If you knew he was living out of his car, you’d probably have insisted he stay over. Of course, he’s the sort who’s a little too proud for that.)
Synopsis: A princess from Onara, a pacifist world of super science, philosophy, spiritualism and ecology travels to the military peacekeeping world of the Prometheans. (The Prometheans are like a futuristic Sparta.) She offers herself for an arranged marriage to seal an alliance.

Backstory

The galaxy now faced a new threat, the Spectrals. They were an enemy unlike any the Prometheans had ever faced - utterly ruthless, devoid of mercy or fear, and boasting a technology superior to humanity. They weren’t simply content to kill their victims. They took their very souls.

The Sectrals had initially poked and prodded at the borders of Promethean space, capturing small colonies. Promethean warriors fought - and died bravely against the onslaught. The Spectrals learned of the Onarans from the minds of Prometheans. However, the Onarans were initially deemed a non threat.

The Onarans were pacifists, a race devoted to life and science. They had the science to terraform or even CREATE worlds. Some believed they had magic. Everyone - even the Prometheans expected the Onarans to just throw shields up and sit the war out. Of course, when the Spectrals were finished destroying the largest military obstacle in their path, they would turn to feed on the pacifists.

The Spectrals had now set up a blockade around the Promethean homeworld in an attempt to prevent the humans from sending aid to any of their colonies. Of course, this was only a partial success as the Prometheans had planned for such contingencies by building shipyards and military factories even in inhospitable locales. (There was a damned good reason why the Prometheans were a feared enemy to have.)

Realizing the last best chance to stop the Spectrals was the barbaric ways of the Prometheans a lone Onaran ship made its way to Prometheus and braved the gauntlet. Its screens flared under the onslaught. It was a suicide run made at excessive speeds. The Onaran had no tactical knowledge. It did, however, have some very impressive screens. It also used a defensive weapon that slowed the maneuvering and aiming capabilities of the Spectrals by wrinkling space.

Before its destruction the Onaran ship ejected 12 pods to land near Promethean bases. Spectrals followed those and destroyed 8. Clearly the Spectrals were concerned as direct attacks on the surface of Prometheus hadn’t been common. The Onaran also ejected all of its life pods 120 of them … and a single Promethean battlesuit. It least that’s what the telltale sensors read.

The Spectrals went after every single pod, which soon proved to be devoid of life. The Spectrals sensed this and turned away without even bothering to attack them. What was inside was worth every bit as much though - a new generation of battlesuit. The last task force went after the lone battlesuit with a lifeforce in it.

It was no ordinary battlesuit. It had personal battle screens. The had firepower three times that of an ordinary suit. And it could fly - well the suit could fly. The woman who wore the suit was another matter. She wasted more firepower than a platoon and hardly hit any targets. She was cowering and firing in a blind panic by the time the Prometheans got to her and killed the last of the Spectrals.

Diplomatic Mission

It was a Princess Leia move if ever there was one - except that this time the princess in question delivered the message in person. The cargo pods had contained components to upgrade Promethean weapons, as well as a working sample. They also contained Onaran prototype shields. Of course, for the moment the Prometheans didn’t know that as their sensors told them nothing and they couldn’t get inside … yet. But if the life pods were any indication, they knew to take things along a diplomatic route. Besides, they couldn’t unlock the suits either.

When the Princess finally awake in the infirmary - at the time noone had any idea who she was - she had to be restrained as she thought she was still in the fight. But once she stopped crying and was able to speak she DEMANDED to speak to someone in charge. She didn’t realize that even a Prince fought. And in fact, the soldier who had pulled her out of the carnage had been the very man she was talking. At the time all she had seen was armor and an angry voice telling to stop shooting.

Demand … such a strong word. Humorous under the circumstances. It wasn’t as though her demands had any real force behind them - except for the fact that she might be the key to the technology she had brought.

So he introduced himself. Watching her flush with embarrassment and stammer and stutter was a small victory. She had to struggle to compose herself. Then she explained that she had come to propose an alliance. Herself - and the technology of the cargo she had brought in exchange for the defense of her homeworld. She made it clear that she understood what many Onarans denied - that not getting involved only delayed the inevitable and left a thousand other worlds to fall to the Spectrals.
Two lonely people - soulmates - from alternate timelines fall in love by way of mirrors. At first they are only able to see one another. (Or just one can see the other.) In time they learn to speak to one another. Finally they are able to cross over. Noone else can see anything in the mirror save for the natural reflections. Neither can they hear the other side of conversations.

I have defaulted this RP to be set in 2028 - a little into the future. My character was born in 2000. But I can adjust this a little. Can’t do too much as if too young his location and situation would alter dramatically. And he may die in the near future.

Note: The mirror DOES need to be big enough to actually get through to cross over.

Amerika - June 2028

Amerika? Do you mean Zapadnaya Amerika or Ost Amerika? (West or East) Such a simple question. So complicated the history. But then this Earth is not the one where the Allies won World War II.

Noone has ever heard of Albert Einstein, Mitner, Hanh, Frisch. Nuclear fission was never a developed science - neither as a power source nor bomb.

Japan did not bomb Pearl Harbor. Russia did not invade Poland. Stalin’s army was stronger than in our world. World War II did not end in 1945. Rather it continued on until Russia, Germany and Japan signed an armistice in 1960. By this time the political boundaries of the world had changed dramatically.

Germany controlled most of Europe and Africa, as well as the Eastern part of North America (to the Rockies and parts of Canada (Ontario, Quebec, and Newfoundland.

Russia pushed west to take Lithuania, Belorus, Ukraine, Romania, and Bulgaria. They took the NW third of China straight down to India, the Middle East (including Turkey) all the way to the Suez.

Japan took the rest of China stopping at India, the Pacific including Australia. They also took the southern half of Mexico and the rest of Central America right down to Panama, assuming control over the canal.

Mongolia, Nepal, and Switzerland remain Neutral and were never invaded. South America was left alone.

The US was divided at the -104th longitudinal line. Along the north the 49th parallel was used to separate Germany and Russia’s claim to Canada between the -104th and -95th longitudinal lines. Thus ended World War II. The world continued on in a state of near perpetual Cold War, an uneasy peace. That is they did until 1983.

World War III lasted for 12 years leaving the economies of the world bankrupt and in a Depression from 1995 to 2010. Each side blames the others, but they have gone back the Cold War yet again. For 18 years the world has been climbing out of their sluggish economies and trying to get ahead of one another.

Technology has advanced much slower, more similar to the late 90’s despite the fact, some 30 years behind. There is no internet. People still use pagers and phone booths. Nuclear weapons have never been developed.

History is being rewritten every day by way of diplomatic agreement. Hollywood died long ago. Its movies are now contraband.

My Character

Dr Duncan Moran is one of the most gifted minds in the Soviet Union. Born in West Amerika in 2000, raised an orphan in education camps. His heritage has earned him the contempt of his instructors. But he is a gifted applied physicist and chemist. Despite his heritage he is now assigned to the most sensitive projects. He is not unlike a modern DaVinci.

However, his work has begun to slow to a crawl. He is irritable, some might say even rebellious. Some of the Politburo feel he should be sent to a re-education camp. Others feel this would slow his work further or even destroy his creativity. But something must be done before he is compromised. As it is, he is a prime target for defection.

He is currently working in a in a military camp, Roswell, NM.

Your Character

A beautiful but very lonely woman. Perhaps a physicist like my character, or maybe someone very creative (artist, writer, musician, etc). For the sake of survivability she should not be non caucasian as she would stand out like a sore thumb in my character’s world. If asian she would be treated like a spy. Hispanic is almost as bad as Japan controls Mexico.

She comes from our timeline - a setting almost unfathomable to my character. Technologically her world is far more advanced. People enjoy and take for granted freedoms he has never known.

I am not dead set on this timeline. But whatever you use should be very realistic. But you might want a world you wish to escape just as badly. Or yours might be a utopia.

Dr Norman Kessick

This is the story of a survivor of a experiments on prepubescent children by a mad scientist named Dr Norman Kessick. You are that survivor.

Dr Kessick used several sociopaths to collect children according to his specifications. Why he selected certain children over others is unknown. What IS known was that he thought he could produce a true superhuman. Many of the children died from the torture. All were given various mutagenic cocktails. Some were subjected to chemotherapy. Some were electrocuted, burned alive, suffocated, crushed, shot, stabbed.

Your Character
You were one of the lucky ones. He never got around to the tests to see if your powers had been activated. And medical testing showed that no observable physical harm was done. Eventually you were returned to your parents - assuming the psychopaths didn’t kill them as they often did. For those without parents, good families were found for them. People figured the children had suffered enough.

The police kept the identities of the children a secret as best they could, largely to save the kids from becoming targets of the Press, giving them a chance at a normal life. In many cases the children (and surviving family) were given new identities.

It has been years and you are now a teenager. (Alternatively we can go with young adults.) I was looking for high school ages, placing them in the same grade.

The doctors had been wrong, of course. Dr Kessick hadn’t been as crazy as people thought. That doesn’t excuse his methods. Eventually your powers were triggered (radiation, electrocution, whatever) And now you lead a secret life, hiding your nature.

He was there too. Like you he suffered the horrors of the Lab, though you won’t recognize him. (He WILL recognize you.) In school he is the oddball, keeping to himself. Odds are he will be the sort of kid who gets bullied.

Here is where it gets tough. You should appear human - no purple or green skin, glowing eyes, etc. Low profile here. Powers should be under control. Something along the powers seen in the TV series Heroes might work.

Any sort of absorption, nullifications are pointless. This is about two people discovering that someone can even have superpowers. It is not a superhero RP, so much as a slice of life dealing with being ... different.
